September 28, 2004 <br /> <br />Purpose and Need: <br /> <br />· The Prentis Park neighborhood is comprised of approximately 1,000 households and <br />has some of the oldest water distribution and sanitary sewer collection infrastructure in <br />the City. <br /> <br />· Records indicate that the majority of the water mains serving the neighborhood were <br />installed in 1909 and that the gravity sanitary sewer system was installed in 1925. Both <br />the water and sanitary sewer systems are beyond their useful life and are in need of <br />replacement. <br /> <br />· As an indicator of distress, the gravity sewer system in Prentis Park has suffered <br />some eighty (80) failures (cave-ins) in the past several years. <br /> <br />· The Prentis Park neighborhood has been identified in the City's 2025 <br />Comprehensive Plan as a transitional area suitable for revitalization, <br />preservation and appropriate infill. Investment in the rehabilitation of <br />infrastructure complements this revitalization. <br /> <br />including <br />the utility <br /> <br />Financial Impact: <br /> <br />· This $241,000 grant will replace Public Utilities funding for this project that was <br />already appropriated in the adopted Capital Improvements Program Budget for Fiscal <br />years 2004-05 and 2005-06. <br /> <br />· The estimated cost of the planning, engineer investigation and design is <br />approximately $1.14 million. <br /> <br />· The estimated cost for the replacement cost for the water and sanitary sewer <br />systems in Prentis Park is in excess of $11 million and would have its construction <br />phased in over several years. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT FROM THE UNITED STATES <br />ENVIRONMENTAL PROTECTION AGENCY IN THE AMOUNT OF $241,000 AND TO <br />APPROPRIATE SAID SUM IN THE PUBLIC UTILITIES CAPITAL IMPROVEMENT <br />FUND FOR CAPITAL IMPROVEMENT PROJECT #75939-NEIGHBORHOOD WATER <br />AND SEWER PROJECTS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 366 - Adoption of an ordinance to accept a grant in the amount of $88,389 and to <br />appropriate the same amount in the Grants Fund for the 2004 Local Law Enforcement <br />Block Grant (LLEBG) program. <br /> <br />The United States Department of Justice has approved a grant under the Bureau <br />of Justice in the amount of $88,389 for the Police Department's LLEDG program. <br />The City must provide a local cash match of $8,839. These funds will be used <br />for technology, equipment, training and crime prevention initiatives. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $88,389 in grant funds for the 2004 Local <br />Law Enforcement Block Grant (LLEBG) Program. <br /> <br />Summary: <br /> <br />· The United States Department Justice has approved a grant under the Bureau of <br />Justice in the amount of $79,550 for the Police Department's LLEBG Program.
