September 28, 2004 <br /> <br />Summary: <br /> <br />· The State Budget, once finally adopted, included funding for an additional position <br />beyond the City's adopted Operating Budget- FY2004-05. The additional position will <br />be funded through increased revenues from the Commonwealth. <br /> <br />Purpose and Need: <br /> <br />· Because of the delayed State Budget process this past year, at the time of the City's <br />budget adoption, the State's staffing level for the Clerk of the Court was unknown and <br />the previous year's staffing levels were adopted. <br /> <br />· The City must maintain minimum State funded staffing. <br /> <br />Financial Impact: <br /> <br />· This position will be fully funded through increased revenues from the <br />Commonwealth. <br /> <br />· The estimated increased revenue is $22,000 and will be shown in estimated revenue <br />from the Commonwealth accordingly. <br /> <br /> Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE GENERAL FUND THE SUM OF $22,000 <br />IN ESTIMATED NEW REVENUES FROM THE COMMONWEALTH OF VIRGINIA IN <br />REIMBURSEMENT FOR EXPENSES RELATED TO THE CLERK OF CIRCUIT <br />COURT AND TO AUTHORIZE AN ADDITIONAL FULL TIME POSITION IN SAID <br />DEPARTMENT." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 365 - Adoption of an ordinance authorizing the City Manager to accept a grant in <br />the amount of $241,000 from the U.S. Environmental Protection Agency (EPA) and to <br />appropriate the same amount in the Public Utilities Capital Improvements Fund in <br />support of the Prentis Park Neighborhood Water and Sewer Rehabilitation Project. <br /> <br />The City has undertaken a multi-year initiative to rehabilitate its aging critical <br />water and sanitary sewer infrastructure especially in neighborhoods.
