September 28, 2004 Summary: · The State Budget, once finally adopted, included funding for an additional position beyond the City's adopted Operating Budget- FY2004-05. The additional position will be funded through increased revenues from the Commonwealth. Purpose and Need: · Because of the delayed State Budget process this past year, at the time of the City's budget adoption, the State's staffing level for the Clerk of the Court was unknown and the previous year's staffing levels were adopted. · The City must maintain minimum State funded staffing. Financial Impact: · This position will be fully funded through increased revenues from the Commonwealth. · The estimated increased revenue is $22,000 and will be shown in estimated revenue from the Commonwealth accordingly. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE IN THE GENERAL FUND THE SUM OF $22,000 IN ESTIMATED NEW REVENUES FROM THE COMMONWEALTH OF VIRGINIA IN REIMBURSEMENT FOR EXPENSES RELATED TO THE CLERK OF CIRCUIT COURT AND TO AUTHORIZE AN ADDITIONAL FULL TIME POSITION IN SAID DEPARTMENT." Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None 04 - 365 - Adoption of an ordinance authorizing the City Manager to accept a grant in the amount of $241,000 from the U.S. Environmental Protection Agency (EPA) and to appropriate the same amount in the Public Utilities Capital Improvements Fund in support of the Prentis Park Neighborhood Water and Sewer Rehabilitation Project. The City has undertaken a multi-year initiative to rehabilitate its aging critical water and sanitary sewer infrastructure especially in neighborhoods. With the pending completion of the Park View neighborhood project, the City will begin the necessary engineering investigation, planning and construction document preparation to begin work in the Prentis Park neighborhood.
