September 28, 2004 <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to amend the FY 2004-05 Operating Budget by <br />appropriating $1,572,247 of Federal Emergency Management Agency (FEMA) <br />reimbursement funds for expenses related to Hurricane Isabel with estimated revenue <br />from the Federal government increased accordingly. <br /> <br />Summary: <br /> <br />· FEMA has allocated $1,572,247 to the City of Portsmouth for the purpose of <br />reimbursing costs associated with Hurricane Isabel especially related to the future <br />impact on the capacity of the City's landfill. <br /> <br />Purpose and Need: <br /> <br />· Following Hurricane Isabel, the City incurred considerable costs associated with the <br />necessary services needed following a natural disaster. <br /> <br />· The City's landfill was used following the hurricane to dispose of a variety of waste, <br />consuming valuable, future capacity. <br /> <br />· Funding is provided by FEMA for the reimbursement of these costs. <br /> <br />· The "Reserve for Contingencies: FEMA Reimbursements" will be used to reimburse <br />the City for additional expenditures as they are identified through the audit process. <br /> <br />Financial Impact: <br /> <br />· Expenditures in the amount of approximately $770,590 have been identified as costs <br />that need to be reimbursed. <br /> <br />· The remaining funding in this Reserve at year-end will be transferred to the Waste <br />Management Fund for use in future landfill closure costs that have been impacted by <br />Hurricane Isabel. <br /> <br />· Estimated revenue from the Federal government will be increased accordingly. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE GENERAL FUND THE SUM OF <br />$1,572,247 RECEIVED FROM THE FEDERAL EMERGENCY MANAGEMENT <br />AGENCY AS REIMBURSEMENT FOR EXPENSES RELATED TO HURRICANE <br />ISABEL." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 364 - Adoption of an ordinance to amend the FY 2004-05 Operating Budget by <br />authorizing a full-time position in the Office of the Clerk of the Circuit Court and to <br />appropriate $22,000 of estimated revenue from the Commonwealth. <br /> <br />The State budget, once finally adopted, included funding for an additional <br />position beyond the City's adopted Operating Budget for FY 2004-05. This <br />additional position will be funded through increased revenues from the State. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to amend the FY 2004-05 Operating Budget by authorizing <br />an additional full-time position in the Office of the Clerk of the Circuit Court and to <br />appropriate $22,000 in estimated revenue from the Commonwealth accordingly. <br /> <br /> <br />
