September 28, 2004 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution to authorize an agreement between the Portsmouth <br />Museums Foundation, Inc. (the "Foundation") and the City concerning <br />Wonderland. <br /> <br />Winter <br /> <br />Summary: <br /> <br />· The City desires to use Winter Wonderland (the former Coleman's Nursery <br />attraction) as a Downtown holiday attraction. A long-term relationship is needed <br />between the City and the Foundation concerning the use, maintenance, and funding for <br />future use of the Winter Wonderland collection which is set forth in this Agreement. <br /> <br />Purpose and Need: <br /> <br />· Winter Wonderland was for many years a popular Portsmouth holiday attraction at <br />Coleman's Nursery. With the recent closing of Coleman's, it was going to be disposed <br />of. The City desired to use Winter Wonderland as a Downtown holiday attraction. <br /> <br />· At the request of the prior City Manager, the Foundation agreed to buy Winter <br />Wonderland. <br /> <br />· A long-term relationship is needed between the City and Foundation, concerning the <br />use, maintenance, and funding for future use of Winter Wonderland. That proposed <br />relationship is set forth in this proposed Agreement. <br /> <br />Financial Impact: <br /> <br />· It is estimated that for the first year of operation, Winter Wonderland will have <br />personnel costs of approximately $11,000 and material/fabrication costs <br />approximately $22,000, for a total of $33,000. <br /> <br />of <br /> <br />· This cost will be offset by direct revenue ($2/adults; SI/children), and also the sale of <br />vending rights, of which revenues the City will retain 60%, with 40% going to the <br />Foundation. The amount of those revenues cannot be reasonably predicted at this <br />time. <br /> <br />· There will be indirect financial benefit to the City, through increased visitors and <br />tourism to our Downtown area, with attendant benefits for downtown restaurants and <br />businesses. The amount of indirect financial benefit cannot be reasonably predicted at <br />this time. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AN AGREEMENT WITH PORTSMOUTH <br />MUSEUMS FOUNDATION CONCERNING WINTER WONDERLAND. <br /> <br /> BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the <br />City Manager, acting for and on behalf of the City, be and hereby is authorized to <br />execute and deliver the attached Agreement with Portsmouth Museums Foundation <br />concerning Winter Wonderland, or one substantially similar thereto. The City Manager <br />is further authorized to take such other and further actions necessarily implied by this <br />authorization." <br /> <br />This resolution shall be effective immediately upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
