September 28, 2004 <br /> <br />04 - 369 - Adoption of an ordinance to accept a grant in the amount of $5,260 from the <br />U.S. Department of Criminal Justice Services and to appropriate the same amount in <br />the Grants Fund for the Project Lifesaver program. <br /> <br />Project Lifesaver offers a rapid response when participants wander or become <br />lost. This grant will fund twenty (20) participant transmitters for Portsmouth <br />residents who suffer from Alzheimer's and Related Mental Dysfunction (ARMD). <br />It is a valuable public service allowing the locality to respond quickly to citizens in <br />need. There is a local cash match of $1,315 required. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to accept a grant from the Department of Criminal <br />Justice Services in the amount of $5,260 and to appropriate the same amount in the <br />Grants Fund for Project Lifesaver. <br /> <br />Summary: <br /> <br />· This grant will fund twenty (20) participant transmitters for Portsmouth residents who <br />suffer from Alzheimer's and Related Mental Dysfunction (ARMD). It is a valuable public <br />service and allows the locality to respond quickly to citizens in need. <br /> <br />Purpose and Need: <br /> <br />· The Portsmouth Sheriff's Office, Police Department, Fire Department, the Pilot Club <br />of Portsmouth, the State Police and the Seniors and Law Enforcement Together (SALT) <br />Council of Triad have partnered together to provide this needed service to Portsmouth <br />residents and their families. <br /> <br />· Alzheimer's and Related Mental Dysfunction (ARMD) affects both the victim and <br />their family and friends. Project Lifesaver offers a rapid response when participants <br />wander or become lost. Each participant's transmitter has a separate frequency that <br />allows for a targeted search. <br /> <br />· This program is a valuable public service and allows the locality to respond quickly <br />to citizens in need. This quick response negates the need for manpower resources for <br />lengthy searches when someone is missing. <br /> <br />Financial Impact: <br /> <br />· There is a local match required of $1,315, which is provided by the Sheriff's Office. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT IN THE AMOUNT OF $3,945 FROM THE <br />UNITED STATES DEPARTMENT OF JUSTICE AND TO APPROPRIATE $5,260 IN <br />THE GRANTS FUND TO SUPPORT THE RAPID RESPONSE PROJECT LIFESAVER <br />PROGRAM FOR CITY ALZHEIMER'S AND RELATED MENTAL DYSFUNCTION <br />PATIENTS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 370 - Adoption of a resolution to authorize the City Manager to enter into an <br />agreement with the Portsmouth Museums Foundation, Inc. concerning the use, <br />maintenance, and funding for future use of the "Winter Wonderland" collection. <br /> <br />The City desires to use "Winter Wonderland" (the former Coleman's Nursery <br />attraction) as a Downtown holiday attraction. A long-term relationship is needed <br />between the City and the Foundation concerning the use, maintenance, and <br />funding for future use of the Winter Wonderland collection which is set forth in <br />this agreement. <br /> <br /> <br />
