O92 <br /> <br />September 14~ 2004 <br /> <br />Each year, the local community services boards (required by the Commonwealth <br />of Virginia) must submit a "performance contract" to receive State and Federal <br />funding for mental health, mental retardation and substance abuse services and <br />programs for adults, youth and children. This action will approve the submission <br />of the DBHS budget in the format that is required by the State. <br /> <br />Recommended Action: <br /> <br />· Adoption of a resolution approving the FY 2005 Performance Contract for the <br />Portsmouth Department of Behavioral Healthcare Services (DBHS). <br /> <br />Summary: <br /> <br />· Each year, the local community services boards (required by the Commonwealth of <br />Virginia) must submit a "performance contract" to receive State and Federal funding fo <br />mental health, mental retardation and substance abuse services and programs fo~ <br />adults, youth and children. This action will approve the submission of the DBHS budge' <br />in the format that is required by the State. <br /> <br />Purpose and Need: <br /> <br />· The Code of Virginia requires that a local government approve its FY 2005 <br />Performance Contract no later than September 15. <br /> <br />· The DBHS budget is approved annually by City Council during the City's operating <br />budget process. The Performance Contract displays this budget in the format require( <br />by the State. <br /> <br />Financial Impact: <br /> <br />· The local governing body must approve the performance contract in order to receive <br />allocations of State and Federal funds negotiated with the Department of Mental Health <br />Mental Retardation and Substance Abuse Services, Office of Community Contracting. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the foilowin <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE SUBMISSION OF THE PORTSMOUTH <br />DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES' FY 2005 <br />PERFORMANCE CONTRACT TO THE COMMONWEALTH OF VIRGINIA. <br /> <br /> WHEREAS, local community services boards are required by ti <br />Commonwealth of Virginia to submit annually a "performance contract" to th( <br />Commonwealth in order to receive State and Federal funding for mental health, menta <br />retardation and substance abuse services and programs for adults, youth and children <br />and <br /> <br /> WHEREAS, the City of Portsmouth must approve the Portsmouth Department <br />Behavioral Healthcare Services' Performance Contract for FY 2005 by September 15 <br />2004. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' Performance Contract for FY 2005." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />04 - 335 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br />
