September 14, 2004 09 1 <br /> <br />The Virginia Department of Emergency Management has awarded the 2004 <br />Local Emergency Management Performance Grant (LEMPG) funds to localities <br />to assist with planning for emergency situations--both natural and man <br />made--including weapons of mass destruction events. The grant funds will be <br />used for planning, annual exercises and ongoing training for emergency <br />personnel. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to accept a grant in the amount of $43,840 and to <br />appropriate this amount in the Grants Fund for the purpose of enhancing the capability <br />of the City of Portsmouth to develop and maintain a Comprehensive Emergency <br />Management Program. <br /> <br />Summary: <br /> <br />· The Virginia Department of Emergency Management (VDEM) has awarded the 2004 <br />Local Emergency Management Performance Grant (LEMPG) funds to localities to assist <br />with planning for emergency situations, both natural and man-made, including "weapons <br />of mass destruction," events through appropriate planning, annual exercises, and <br />ongoing training for emergency personnel. <br /> <br />Purpose and Need: <br /> <br />· The VDEM has awarded the City of Portsmouth $43,840 for the 2004 Emergency <br />Management Performance Grant Funds allocated to the State of Virginia. <br /> <br />· The award will be distributed in semi-annual transfer of funds. <br /> <br />Financial Impact: <br /> <br />· The City has already received $21,920. The second transfer will occur through <br />required reporting by the Department of Fire, Rescue and Emergency Services to <br />VDEM after December 1,2004. <br /> <br />· The City is required to provide a 50% in-kind matching contribution for these grant <br />funds, but there is no local cash match required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT IN THE AMOUNT OF $43,840 AWARDED <br />BY THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND TO <br />APPROPRIATE SAID FUNDS IN THE GRANTS FUND FOR THE DEVELOPMENT <br />AND MAINTENANCE OF A COMPREHENSIVE EMERGENCY MANAGEMENT <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 333 - Adoption of a resolution authorizing the City Manager to execute a lease with <br />the Railroad Museum of Virginia, Inc. for the former CSX Railroad right-of-way property <br />between PortCentre Parkway and the terminus of the tracks near Ntelos Pavilion. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to defer consideration of <br />04-333 to the meeting of October 12, 2004, and was adopted by unanimous vote. <br /> <br />04 - 334 - Adoption of a resolution approving the FY 2005 Performance Contract for the <br />Department of Behavioral Healthcare Services (DBHS). <br /> <br /> <br />
