0 (~ 0 September 14, 2004 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the followin <br /> ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF GWALTNEY STREET." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />04 - 331 - Adoption of an ordinance to amend the FY 2004-05 Capital Improvement <br />Program by creating a new Garage Facilities Repair Project and appropriating $431,805 <br />for various repairs to the City's parking garage facilities. <br /> <br />This action is necessary to establish a project line in the Capital Improvement <br />Program for needed repairs to City parking garages. The funds will be <br />programmed from monies left over from the construction line for the Middle <br />Street Parking Garage into this new project line. <br /> <br />Recommended Action: <br /> <br />· Adoption of an ordinance to amend the FY 2004-05 Capital Improvement Program <br />by creating a new "Garage Facilities Repair Project" line and appropriating $431,805 fol <br />various repairs to the City's parking garage facilities. <br /> <br />Summary: <br /> <br />· This action is necessary to establish a project line in the Capital Improvement <br />Program for needed repairs to City parking garages. The funds will be programme( <br />from monies left over from the construction line for the Middle Street Parking Garag~ <br />into this new project line. <br /> <br />Purpose and Need: <br /> <br />· The establishment of a repair project is necessary in order to address needed <br />repairs and upgrades to the City's parking structures with these funds. <br /> <br />· The primary repair item will be a total rewiring and installation of new lighting in the <br />Harbor Street Garage, which has been bid for approximately $230,000. <br /> <br />· Other repairs will include general structural repairs in all of the garages and painting <br />at the Water Street Garage, if funding allows. <br /> <br />Financial Impact: <br /> <br />· It is recommended that $431,805 be appropriated from the remaining balance from <br />the construction project of the Middle Street Garage. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the followin <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE FY 2004-2005 CAPITAL IMPROVEMENT PROGRA! <br />BY CREATING A NEW GARAGE FACILITY REPAIR PROJECT THEREIN AND BY <br />APPROPRIATING $431,805 REMAINING IN THE CAPITAL IMPROVEMENT FUND <br />FROM COMPLETED CAPITAL IMPROVEMENT PROJECTS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 332 - Adoption of an ordinance to accept a grant in the amount of $43,840 and to <br />appropriate this amount in the Grants Fund for the purpose of enhancing the capability <br />of the City of Portsmouth to develop and maintain a Comprehensive Emergency <br />Management Program. <br /> <br /> <br />
