Au.qust 10, 2004 0-~ <br /> <br />· Since this is a new project, it needs to be included in Capital Improvement Program <br />for FY 2004-2005 under "Municipal Facilities." The new project line will be entitled, <br />"Building Additions to the Sheriff's Work Center." <br /> <br />Financial Impact: <br /> <br />· The cost of the total project is estimated to be $234,000. <br /> <br />· The Sheriff has recommended transferring $154,000 from an existing project line in <br />the Capital Improvement Program entitled, "Jail Security." This line may be reduced by <br />this amount due to a change in maintenance of the Jail. <br /> <br />· The Sheriff has also committed $80,000 from his "Canteen Funds" budget line <br />toward the cost of this project. This transaction will increase the estimated revenues for <br />the CIP accordingly. <br /> <br />· The new project will not need additional funding from the City. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE FY 2004-05 CAPITAL IMPROVEMENT PROGRAM <br />BY APPROPRIATING $234,000 TO THE NEW CAPITAL IMPROVEMENT PROJECT <br />#96641 - WORK RELEASE CENTER RENOVATIONS AND ADDITIONS, BY <br />TRANSFERING $154,000 FROM CAPITAL IMPROVEMENT PROJECT #96620 -JAIL <br />SECURITY TO THE NEW PROJECT, AND APPROPRIATING $80,000 ADDITONAL <br />REVENUE FROM THE SHERIFF'S CANTEEN FUNDS WITH CITY ESTIMATED <br />REVENUES INCREASED ACCORDINGLY." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br /> - New Business - <br /> <br />04 - 302 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />04 - 303 - Items Submitted by Council Members <br /> <br />~> Councilwoman Randall reflected on an article from Sunday, August 1, 2004, in the <br /> Virginian Pilot "Currents" by Ida Kay Jordan on, "It's not too late for city to start <br /> protecting, preserving the past." Also, she spoke on the cornerstone dedication <br /> scheduled at Cavalier Manor, the site of the Old Norfolk County High School at <br /> 10:00 a.m., Saturday, August 14, 2004. <br /> <br />> Councilwoman Psimas spoke on the Todi Music Festival and provided an up-to-date <br /> report. <br /> <br />04 - 304 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />04 - 305- Non-Agenda Speakers <br /> <br />1. Melva Abney, 2818 Lambert Trail, Chesapeake, spoke on Portsmouth's Department <br /> of Social Services and the termination of her parental rights. <br /> <br />2. Helen Person, 600 Rutter Street Apt B, spoke on the following concerns in <br /> Westbury: the pruning of new trees, the proximity of the mailboxes for the <br /> handicapped, and the rental office having a key to all mailboxes. Also, she spoke <br /> on property on High Street and the need for benches downtown. <br /> <br /> <br />
