Working in collaboration with City staff, the Sheriff has submitted a plan of action to address a deficiency cited in a jail facilities' audit by the Department of Corrections. The proposal to expand the Sheriff's Work Release Center at the City's Operations Center will provide not only the required visitation space, but will also add additional bed space for non-serious offenders. Purpose and Need: · In February 2004, the Department of Corrections found that the Portsmouth City Jail's off-site Work Release Center was not in compliance with the Standards for Jails regarding "visiting opportunities." Otherwise, the Sheriff received a 99% compliance rating on the jail facilities. · The Sheriff requested a waiver of the requirement, but was denied. Failure to comply with the mandated standard could result in the State withholding the dab inmate per diem funding (estimated to be $1.1 million for FY 2004-2005). · In working with City staff, a solution to correct the deficiency has been developed that includes adding the required visitation area to the Jail's Work Release Cent~ located at the City's Operations Center on Frederick Boulevard as well as addin¢ additional bed space for non-serious offenders. · This new project will increase the Sheriff's capacity to provide workforce services.
