The <br />proposal to expand the Sheriff's Work Release Center at the City's Operations Cente~ <br />will provide not only the required visitation space, but will also add additional bed space <br />for non-serious offenders. <br /> <br />Purpose and Need: <br /> <br />· In February 2004, the Department of Corrections found that the Portsmouth City <br />Jail's off-site Work Release Center was not in compliance with the Standards for Jails <br />regarding "visiting opportunities." Otherwise, the Sheriff received a 99% compliance <br />rating on the jail facilities. <br /> <br />· The Sheriff requested a waiver of the requirement, but was denied. Failure to <br />comply with the mandated standard could result in the State withholding the dab <br />inmate per diem funding (estimated to be $1.1 million for FY 2004-2005). <br /> <br />· In working with City staff, a solution to correct the deficiency has been developed <br />that includes adding the required visitation area to the Jail's Work Release Cent~ <br />located at the City's Operations Center on Frederick Boulevard as well as addin¢ <br />additional bed space for non-serious offenders. <br /> <br />· This new project will increase the Sheriff's capacity to provide workforce services. <br /> <br /> <br />
