July 13, 2004 <br /> <br />- City Manager's Report - <br /> <br />04 - 275 - Adoption of an ordinance to change the name of the Industrial Development <br />Authority (IDA) of the City of Portsmouth to the Economic Development Authority of the <br />City of Portsmouth in accordance with House Bill 683 and Senate Bill 152 as approved <br />in the 2004 General Assembly Session. <br /> <br /> Portsmouth IDA members have requested that the name of the Authority be <br /> changed to the "Economic Development Authority" to more accurately reflect the <br /> purpose and activities of the board in Portsmouth. The Virginia General <br /> Assembly, <br /> the au!,horizing polit!,cal entity, has also approved this change.Thisll <br /> as <br /> change will be more user-friendly for both citizens and the business community.I <br />Recommended Action: <br /> <br />· Adoption of a resolution to change the name of the Industrial Development Authority <br />(IDA) of the City of Portsmouth to the Economic Development Authority of the City o1~ <br />Portsmouth in accordance with House Bill 683 and Senate Bill 152 as approved in thai <br />2004 General Assembly Session. <br /> <br />Summary: <br /> <br />· Portsmouth IDA members have requested that the name of the Authority be <br />changed to the "Economic Development Authority" to more accurately reflect th~ <br />purpose and activities of the board in Portsmouth. The Virginia General Assembly, a., <br />the authorizing political entity, has also approved this change. This change will be <br />"user-friendly" for both citizens and the business community. <br /> <br />Purpose and Need: <br /> <br />· The name change conforms to the economic development activities in which the <br />board participates, and the change will be more "user-friendly" to the public at-large. <br /> <br />· Some localities within the State have already made the change, and all localities <br />with industrial development authorities are now authorized by the General Assembl, <br />make this change. <br /> <br />Financial Impact: <br /> <br />· There is very minimal financial impact. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the followin( <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CHANGING THE NAME OF THE INDUSTRIAL DEVELOPMENT <br />AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA TO THE ECONOMIC <br />DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 276 - Adoption of a resolution calling for a legislative study of the excessive <br />concentration of single family group homes in certain Portsmouth neighborhoods. <br /> <br />Portsmouth has about 20% (or 31 ) of the total number of single-family group <br />homes in Virginia. It is recommended that a study be conducted through the <br />Virginia General Assembly to determine any adverse effects that such a <br />concentration of group homes may have on both the residents (who are mentall <br />ill, mentally retarded or developmentally disabled) and the neighborhoods where <br />the homes are located. The City does not have the legal authority to regulate <br />locations of these facilities, but the State does. <br /> <br /> <br />
