<br /> At a Regular Meeting of the City Council on Tuesday, May 11, 2004,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall,
<br />City Manager C. W. McCoy, City Attorney G. Timothy Oksman.

<br /> Vice Mayor Bernard D. Griffin, Sr. called for a moment of silence on behalf of the men
<br />and women fighting overseas for our freedom.
<br />
<br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called
<br />Meeting on April 26, 2004, a Called Meeting on April 27, 2004, and a Regular Meeting on
<br />April 27, 2004, and was adopted by unanimous vote.

<br />04 - 174 - Public hearing on use permit applications:
<br />
<br />(a) UP-04-07
<br />
<br />WESTHAVEN NEIGHBORHOOD - Ofelia Sellati, Vice President of
<br />Cardinal Group, Incorporated, representing Portsmouth Methadone
<br />Treatment Center (PMTC) requests a use permit to operate a methadone
<br />treatment center at 3400 County Street.
<br />
<br />1. Kathy Little, 1555 Cherry Grove Road, spoke in opposition to this item.
<br />
<br />2. Adrienne Wilder, 3817 Greenway Court, spoke in opposition to this item.
<br />
<br />3. Sandra Johnston, 4507 Griffin Street, spoke in opposition to this item.
<br />
<br />4. Arvillene Bowden, 600 London Avenue, spoke in opposition to this item.

<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-04-07 be denied on first and final
<br />reading, and was adopted by the following vote:

<br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR - Tim Lester
<br />
<br />requests a use permit for the retail sale of used automobiles at 3522
<br />Airline Boulevard.
<br />
<br />1. Ted Calver, 415 Port Centre Parkway, spoke in support of this item.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the recommendation
<br />of the Planning Commission that UP-04-08 be approved on first reading, and was adopted by
<br />unanimous vote.

<br />
<br />Councilman Whitehurst read a letter from the March of Dimes dated May 10, 2004, thanking
<br />the City of Portsmouth for participating in the WalkAmerica 2004.
