May 11, 2004 <br /> <br />00 ' <br /> <br />Councilman Pitts spoke on receiving $21 million dollars in new market tax credits for <br />commercial development in distressed areas. <br /> <br />Coundlman Moody announced the next Community Meeting to be held at 7:00 p.m., <br />Monday, May 17, 2004, at Churchland High School. <br /> <br />Councilwoman Randall spoke on Em~owermen[ 2010 and the completion of requirements <br />for graduation. <br /> <br />Vice Mayor Griffin congratulated the new members of Council and thanked current members <br />of Council for their service. <br /> <br />Councilman Moody spoke on bulk refuse ~n Cradock and asked the City Manager to speak <br />on this item of concern. <br /> <br />Mayor Holley congratulated Councilman Whitehurst for services as Chairman of <br />WalkAmerica. <br /> <br />03 - 177 - Non-Agenda Speakers <br /> <br />1 Dr. John Schalk, 1701 High Street, spoke in support of funding for the Medication Access <br /> Program for Portsmouth (MAPP). <br /> <br />2. Leon Pajak, 3400 Channel Avenue, spoke on summonses for other people being served at <br /> his residence. <br /> <br />3. Wendy Leigh Andreoni, 313 High Street #202, spoke against the proposea meal tax <br /> increase. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, to go into Closed Meeting pursuant <br />to provisions of Section 2.2-3711(A)(3) of the Code of Virginia, to discuss or consider the <br />following: <br /> <br /> possible acquisition and sale of real property for a pubIic purpose. <br /> <br /> The subject matter of the meeting includes the possible acquisition of land for a public <br /> purpose, and the possible sale and development of publicly owned land. <br /> <br /> The purpose of the meeting is to permit frank and confidential discussion of matters <br /> involving negotiating strategy, where [hat strategy could affect property values, and to thus <br /> safeguard the financial interests of the City and its taxpayers. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of <br />the Code of Virginia, certifying [hat to the best of the Council Members' knowledge during the <br />immediately preceding Closed Meeting of the City Council: <br /> <br />1.
