March 8, 1994 <br /> <br /> This same automatedgeographic information will be <br />immediately avaiIable for use by the Public Utilities Department <br />for use in managing its extensive system of underground piping <br />and aboveground facilities. The Director of Public Utilities is <br />requesting the appropriation of $180,000 to cover the Public <br />Utilities' share of the costs involved in the development of <br />this system. Funding for the majority of this effort is <br />contained in the Stormwater Management Fund (i.e., $427,440). <br /> <br /> I concur with this request for an appropriation of $180,000 <br />from the Public Utility Capital Improvements Fund, and with your <br />approval of this item, the balance will be $1,573,853." <br /> <br /> Motion by Mr. King, and seconded by Mr. Griffin, to adopt <br />the following ordinance and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $180,000.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR DEVELOPMENT AND <br />UTILIZATION OF AN AUTOMATED GEOGRAPHIC INFORMATION SYSTEM <br />(GIS) ." <br /> <br />Ayes: Clemons, Epperson, Griffin. Hawks, King, Pitts. Webb <br />Nays: None <br /> <br /> 94-87 - Letter from the City Manager recommending adoption <br />of a resolution recommending the vacation of a drainage easement <br />in the Lake Forest subdivision. <br /> <br /> "The developer of Lake Forest, Section Four has <br />resubdivided Lots 42, 43 and 44 into Lots 42A and 44A. As a <br />result of this subdivision, a 20 foot drainage easement <br />dedicated to the City on'the original subdivision plat now lies <br />well within the buildable area of Lot 42A. The developer has <br />agreed to convey to the City a new easement, and construct the <br />necessary facilities therein, in return for the City's vacation <br />of the easement now impeding construction of a residence on Lot <br />42A. : <br /> <br /> I, therefore, recommend adoption of this resolution which <br />authorizes me to vacate and release the City's rights in and to <br />the easement no longer needed at such time as the new easement <br />and facilities are in place." <br /> <br /> Motion bY Mr. King, and seconded by Mr. Clemons, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO VACATE AND <br />RELEASE A DRAINAGE EASEMENT LYING ALONG THE DIVIDING LINE <br />BETWEEN LOTS 42 AND 43 ON THE SUBDIVISION OF LAKE FOREST-SECTION <br />FOUR. <br /> <br /> WHEREAS, there has been a ReSubdivision of Lots 42, 43 and <br />44 Subdivision of Lake Forest'Section Four (Map Book 14, Page <br />73-75), Portsmouth, Virginia; and <br /> <br /> WHEREAS, as a result of said subdivision, the City no <br />longer has need of a 20 foot drainage easement lying along the <br />dividing line of Lots 42 and 43 as shown on the Subdivision of <br />Lake Forest-Section Four; and <br /> <br /> WHEREAS, the City and the owner of said lots are desirous <br />of vacating said easement. <br /> <br /> <br />
