Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> Antwann Sutphin, 4th grade student, and Zachary Knudsen, <br />5th grade student, both from Churchland Academy School, opened <br />the meeting with "What School Means To Me and What I Want to be <br />When I Grow Up" which was followed by the Pledge of Allegiance <br />to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. King, and seconded by Mr. Epperson, to <br />approve the minutes of a Called Meeting on February 22, 1994; <br />Regular Meeting on February 22, 1994; a Called Meeting on <br />February 28, 1994; and was adopted by unanimous vote. <br /> <br />a <br /> <br />94-84 - Proclamation presented to Donald Jones, Thomas Lewis <br />and Ron Williams for "Tall Cedar Week." <br /> <br />94-85 - Non-Agenda Speakers <br /> <br />i Charlie Riddick, 718 Henry Street, spoke on assessment of <br />property Owned by Washington Park homeowners2 <br /> <br />2 Avis Riddick, 718 Henry Street, spoke on assessment of <br />property owned by Washington park homeowners. <br /> <br />3 William Froehlich, City Assessor, provided information on <br />assessments of the Washington Park properties. <br /> <br />4 David C. Sanford, 2900 Turnpike Road, spoke on the new I. C. <br />NOrcom High School. <br /> <br />5 Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />6 Cecelia High, 1301 Green Street, spoke on lead in Washington <br />Park. <br /> <br />7 James R. Griffin, 1528 Maple Avenue, spoke on non-conforming <br />zone lots in the Prentis Place area. <br /> <br />8. Raleigh Harsley, 2124 Peach Street, spoke on non-conforming <br />zone lots in the Prentis Place area. <br /> <br />CITY MANAGER'S REPORT - <br /> <br />94-86 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $180,000 from the Public Utility <br />Capital Improvements Fund for the development of an automated <br />Geographic Information System for the City of Portsmouth's <br />Stormwater Management Plan. <br /> <br /> "The cost effective implementation and management of <br />Portsmouth's federally mandated Stormwater Management Program <br />depends upon the development and use of aerial mapping and <br />survey data. This data will be digitized and stored in a <br />computerized data base for the generation of accurate maps and <br />plans which may be used in the planning and design of <br />Stormwater projects. Future applications of this system in the <br />planning, emergency services and assessment areas will allow us <br />to gain new efficiencies in the delivery of services to <br />Portsmouth's citizens. <br /> <br /> <br />
