December 16, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to authorize the City Manager to enter into the <br />Comprehensive Regional Information Management and Exchange System (CRIMES) <br />and the Hampton Roads Law Enforcement Information Exchange (LinX) Agreements. <br /> <br />Purpose and Need: <br /> <br />· The CRIMES network is a regional criminal justice information system that enables <br />the Portsmouth Police Department to establish a formal communications network with <br />participating jurisdictions to improve the exchange of accurate, dependable and timely <br />law enforcement information. <br /> <br />· The LinX exchange creates a regional warehouse of databases to include <br />information submitted by the CRIMES participating agencies, the Naval Criminal <br />Investigative Service, and others for the purpose of responding to crime and terrorist <br />risks and threats. <br /> <br />Financial Impact: <br /> <br />· The local cash match for 2003/04 is $3,033 and ongoing annual appropriations are <br />allocated based on population among the participating jurisdictions. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO THE <br />COMPREHENSIVE REGIONAL INFORMATION AND EXCHANGE SYSTEM <br />(CRIMES) AGREEMENT AND THE HAMPTON ROADS LAW ENFORCEMENT <br />INFORMATION EXCHANGE (LINX) AGREEMENT." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 445 - Adoption of a resolution authorizing the City of Portsmouth's 2004 Legislative <br />Proposal presented to the Portsmouth Delegation and the members of the Virginia <br />General Assembly. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth's 2004 Legislative <br />Proposal to be presented to the Portsmouth Delegation and the members of the Virginia <br />General Assembly. <br /> <br />Purpose and Need: <br /> <br />· The 2004 Legislative Proposal contains items specific to the City of Portsmouth and <br />items with Statewide impact that will be monitored. <br /> <br />· The following will be monitored: <br /> <br />Three funding requests, <br />Two amended action items, <br />One request for exemption, <br />Two supported requests, <br />Thirteen Statewide revenue requests, and <br />Sixteen policy issues. <br /> <br />· In addition, the City of Portsmouth will be endorsing the legislative initiatives of the <br />Virginia Municipal League (VML), the Virginia First Cities Coalition, and the Virginia <br />League of Social Services Executives. <br /> <br /> <br />
