December 16, 2003 <br /> <br />Financial Impact: <br /> <br />· The potential financial impact could be millions of dollars to the City of Portsmouth <br />for programs, facilities and services for our citizens. <br /> <br />· The total impact cannot be accurately assessed at this time. It will, however, be <br />quantified in the Final Legislative Report that is prepared following the Veto Session of <br />the General Assembly. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 2004 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2004 <br />General Assembly session and directs that both this resolution and the legislative <br />proposals be forwarded to the Portsmouth General Assembly delegation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 446 - Boards and Commissions <br /> <br />Mr. Benn offered the following nominations for the Youth Advisory Commission: <br /> <br />Edward Brown IV- Waters Middle School <br />Frank Nixon - Senior -Wilson High School <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />03 - 447 - Items Submitted by Council Members <br /> <br />Councilman Benn provided a point of contact to citizens for information to serve on <br />Boards and Commissions. <br /> <br />Councilwoman Randall thanked the City of Portsmouth for hosting the <br />Empowerment Center Meeting on December 6, 2003. Aisc, she spoke on receiving <br />a Certificate of Recognition from the National League of Cities, which commends the <br />City of Portsmouth for its commitment to the City challenge for early childhood <br />success. <br /> <br />Councilman Moody recognized Councilman Whitehurst on receiving a Silver and <br />Bronze Certificate of Achievement from the National League of Cities for attending <br />numerous workshops. <br /> <br /> <br />
