December 16, 2003 <br /> <br />· If actual expenditures through the end of the year are less than the supplemental <br />allocation, the federal funds will not be drawn. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $127,459 IN THE SOCIAL SERVICES FUND FOR <br />THE (TANF) JOB RETENTION PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 443 - Adoption of an ordinance to amend the Code of the City of Portsmouth to <br />authorize the City to establish business partnerships between the City of Portsmouth <br />and private entities. <br /> <br />The blending of public and private resources increases the City's ability to <br />achieve greater public benefit with less public funds. <br /> <br />Recommendation: <br /> <br />· Adoption of an amendment to the Portsmouth City Code to authorize the <br />establishment of business partnerships between the City of Portsmouth and private <br />entities. <br /> <br />Purpose and Need: <br /> <br />· The Public-Private Education Facilities and Infrastructure Act of 2002, Virginia Code <br />Section 56-575.1 to 575.16, grants a public entity the authority to create public-private <br />partnerships for the development of a wide range of projects for public use if the public <br />entity determines that there is a need for a project and that private involvement may <br />provide the project to the public in a timely or cost-effective fashion. <br /> <br />· The amendment will expand the City's ability to finance projects without <br />implementing tax increases or seeking internal sources of revenue. <br /> <br />· The amendment will improve the City's ability to provide services that have been <br />reduced due to funding constraints. <br /> <br />Financial Impact: <br /> <br />· The blending of public and private resources increases the City's ability to achieve <br />greater public benefit with less public funds. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ADOPTING PROCEDURES FOR THE CREATION OF PUBLIC- <br />PRIVATE PARTNERSHIPS AND AMENDING CHAPTER 12 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (1988) BY ADOPTING A NEW ARTICLE V, <br />DIVISION 6, THEREOF PERTAINING TO SUCH PROCEDURES." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 444 - Adoption of an ordinance authorizing the City Manager to enter into the <br />Comprehensive Regional Information Management and Exchange System (CRIMES) <br />and the Hampton Roads Law Enforcement Information Exchange (LinX) agreements. <br /> <br />Both agreements provide a regional network for the exchange of accurate, <br />dependable and timely law enforcement information for responding to crime and <br />terrorist risks and threats. <br /> <br /> <br />
