December 16, 2003 <br /> <br />- City Manager's Report - <br /> <br />03 - 441 - Adoption of an ordinance to appropriate $134,779 in the Grants Fund for Fire <br />Protection Services. <br /> <br />These funds will be used for fire protection equipment and to fund training <br />programs for Fire Department personnel. <br /> <br />Recommendation: <br /> <br /> · Adoption of an ordinance to appropriate $134,779 in entitlement funds for Fire <br />Protection Services. <br /> <br />Purpose and Need: <br /> <br /> · The Virginia Department of Fire Programs has approved and wired the Fiscal <br />Year 2004 Aide to Localities: Fire Program Fund allocation of $134,779 for the City of <br />Portsmouth - Department of Fire, Rescue and Emergency Services. <br /> <br /> · This allocation will be used for fire protection equipment and to fund fire training <br />programs for department personnel. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $134,779 IN THE GRANTS FUND FOR FIRE <br />PROTECTION SERVICES." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 442 - Adoption of an ordinance to appropriate $127,459 for fiscal year 2004 (FY04) <br />in the Social Services Fund for the Temporary Assistance to Needy Families (TANF) <br />Job Retention Program. <br /> <br />The funds will be used to increase job retention and wage advancement of <br />current and former TANF recipients. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $127,459 for fiscal year 2004 in the Social <br />Services Fund for the (Temporary Assistance to Needy Families) TANF Job Retention <br />Program. <br /> <br />Purpose and Need: <br /> <br />· The TANF program provides job coaching and job development resources to those <br />receiving or formerly received public assistance through this program. <br /> <br />· These funds will be used to increase job retention and wage advancement of current <br />and former TANF recipients. <br /> <br />· These funds will also be used to expand access to better jobs to promote self- <br />sufficiency. <br /> <br />Financial Impact: <br /> <br />· There is no cost to the City's General Fund. Expenditures from this program are <br />100% reimbursable from the federal government. <br /> <br /> <br />
