October 28, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution supporting the application to the U. S. Department of Justice <br />for a Weed and Seed Program Grant in the amount of $875,000 over a five-year period <br />for the Nehemiah Vision neighborhoods. <br /> <br />Purpose and Need: <br /> <br />· The U. S. Department of Justice requires that the City's governing body duly <br />authorize its Weed and Seed Grant Application. <br /> <br />· The City is currently applying for $175,000 in funding for fiscal year 2004 and must <br />apply for renewals during the four successive years. <br /> <br />· Adoption of the resolution authorizing the City Manager to apply for the 2004 grant <br />and for grants in the four successive years will eliminate the need for Council actions to <br />approve future Weed and Seed applications. <br /> <br />· If awarded, these funds will be used for law enforcement, community policing, <br />neighborhood restoration, and prevention, intervention and treatment components of the <br />long-term strategy for the 15 designated Nehemiah Vision neighborhoods. <br /> <br />Financial Impact: <br /> <br />· Although there is no local cash match required for this grant, the strategy seeks to <br />leverage resources from a variety of funding sources for continuing support. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE CITY OF PORTSMOUTH'S APPLICATION FOR <br />A U. S. DEPARTMENT OF JUSTICE WEED AND SEED GRANT IN THE AMOUNT OF <br />$175,000 FOR FY 2004 AND IN A SIMILAR AMOUNT FOR EACH OF THE FOUR <br />ENSUING FISCAL YEARS. <br /> <br /> WHEREAS, the City of Portsmouth has previously been a recipient of <br />Weed and Seed Grant funds from the U. S. Department Justice for the improvement of <br />the City's neighborhoods; and <br /> <br /> WHEREAS, the City wishes to apply for a similar Weed and Seed Grant in the <br />amount of $175,000 for FY 2004 for the purpose of implementing law enforcement <br />community policing, neighborhood restoration, and prevention intervention and <br />treatment components of the long-term strategy in the fifteen designated Nehemiah <br />Vision neighborhoods; and <br /> <br /> WHEREAS, the City also intends to apply for Weed and Seed Grants in FY <br />2005-2008. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby endorses the City's application for $175,000 in federal Weed and <br />Seed Grant funds for FY 2004 and for each of the four ensuing fiscal years. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager (or his designee) is <br />authorized to execute such applications and other documents as may be required to <br />complete the application process for a Weed and Seed Grant in FY 2004 and in the four <br />ensuing fiscal years." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 394 -Adoption of an ordinance to appropriate $100,000 in the Grants Fund for the <br />Weed and Seed Program Support Grant in four public housing communities. <br /> <br /> <br />
