Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> Reverend Anthony Watson, Associate Pastor, First Friends <br />Church, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. King, and seconded by Mr. Griffin, the <br />minutes of a Called Meeting on March 7, 1994; a Regular Meeting <br />on March 7, 1994; a Called Meeting on March 8, 1994; and a <br />Regular Meeting on March 8, 1994, hei~approved, and was adopted <br />by unanimous vote. <br /> <br />94-97 - Procla~nation presented to Tolli Cooper, Chapter and <br />Youth Coordinator, Operation Smile for "Smile Week." <br /> <br />94-98 - Presentation of a special lapel pin to a newly <br />appointed Board & Commission member. <br /> <br />94-99 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on early <br />retirement for School Board employees and the cost incurred for <br />the Umoja Festival reception. <br /> <br />3. Lila Bailey, 715 Henry Street, spoke on flooding in her <br />basement. <br /> <br />Unfinished Business - <br /> <br />CONSENT AGENDA <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. King, the <br />following items listed on the Unfinished Business Consent <br />Agenda be approved on final reading, and was adopted by the <br />following vote: <br /> <br />94-80 (f): <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 39 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 39-21, <br />39-22, 39-23, 39-56, 39-57, 39-58, 39-59, 39-60 (A), (D) AND <br />(E}, AND 39-87 THEREOF PERTAINING TO WETLANDS." <br /> <br />94-80 (g): <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 40-43.4 (8) <br />AND TABLE 40-61.1-2 THEREOF AND BY ENACTING SECTION 40-177.2 <br />THERETO PERTAINING TO CHANGEABLE COPY SIGNS, HOME OCCUPATION <br />USE CONDITIONS, AND ADMINISTRATIVE APPEALS." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
