October 14, 2003 <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 25 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY REPEALING SECTION 25-98 THEREOF <br />PROHIBITING COMMERCIAL PHOTOGRAPHY IN CITY PARKS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Holley <br />Nays: None <br /> <br />03 - 374 - Adoption of an ordinance to appropriate $5,450,000 from note proceeds of <br />General Obligation Note, Series 2003. <br /> <br />The note proceeds will be used to pay certain costs of issuance, the Portsmouth <br />Redevelopment and Housing Authority for acquisition of property located in the <br />new enterprise zone Midtown area, and the demolition of existing buildings on <br />the property. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $5,450,000 from note proceeds of the <br />General Obligation Note, Series 2003 to the Portsmouth Redevelopment and Housing <br />Authority (PRHA). <br /> <br />Purpose and Need: <br /> <br />· The City Council approved a resolution to issue the General Obligation Note, Series <br />2003, in an amount of $5,450,000 on September 23, 2003. <br /> <br />· The note proceeds will be used to pay certain costs of issuance, PRHA for <br />acquisition of property located in the new enterprise zone located in the area of <br />Midtown, and the demolition of existing buildings located on such property. <br /> <br />Financial Impact: <br /> <br />· The City's financial statements will reflect this obligation and will reflect the transfer <br />of the proceeds to PRHA for the stated purpose. <br /> <br />> City Manager C. W. McCoy noted that, funds will be distributed to vendors by the <br />City as invoices are received from the Portsmouth Redevelopment and Housing <br />Authority. Portsmouth Redevelopment and Housing Authority will be responsible for <br />reviewing and approving invoices prior to submission to the City for payment. Following <br />PRHA approval, the City Finance Department will audit the invoice prior to making <br />payments to the vendors. Once it has been purchased, the Housing Authority will <br />transfer property to the City or to other agencies that are deemed appropriate by the <br />City at that time. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $5,450,000 IN THE CAPITAL IMPROVEMENT <br />FUND." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Holley <br />Nays: None <br /> <br />03 - 375 -Adoption of an ordinance to appropriate $105,000 in the Grants Fund to <br />establish and operate before and after childcare programs in three PASS elementary <br />schools in the City. <br /> <br />This program is designed to enhance the quality of care being provided by <br />assisting children in achieving greater learning, social and development skills. A <br />local match from the City is not required for this grant. <br /> <br /> <br />
