October 14, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $105,000 in the Grants Fund to establish <br />and operate before and after school childcare programs in three local elementary <br />schools in Portsmouth. <br /> <br />Purpose and Need: <br /> <br />· The purpose of this Quality Initiative Grant is to assist in the establishment and <br />operation of before and after school childcare programs in elementary schools <br />designated by Governor Mark Warner's Partnerships for Achieving Successful Schools <br />(PASS) Initiative. <br /> <br />· This program has been designed and implemented to enhance the quality of care <br />being provided by assisting children in achieving greater learning, social and <br />developmental outcomes. <br /> <br />· There is a need for quality before and after school programs that provide students <br />with academic enrichment, involvement in the arts, and physical activities in supportive, <br />child-centered environments. <br /> <br />· There is also a need for before and after school programs that can provide a range <br />of activities designed to spark the students' imaginations and promote self-discovery as <br />well as provide academic assistance in completing homework. <br /> <br />· This grant award will be administered by the Portsmouth Department of Social <br />Services. The Department has contracted with the YMCA of Southampton Roads to <br />establish and operate before and after school childcare programs in three elementary <br />schools in the City of Portsmouth. The three elementary schools are Mount Hermon, <br />Emily Spong and Hodges Manor. <br /> <br />Financial Impact: <br /> <br />· The Portsmouth Department of Social Services has been approved to receive a <br />one-year grant award in the amount of $105,000 ($35,000 for each PASS school). <br /> <br />· A local match from the City of Portsmouth is not required for this grant. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Griffin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $105,000 IN THE GRANTS FUND TO ESTABLISH <br />AND OPERATE BEFORE AND AFTER SCHOOL CHILD CARE PROGRAMS IN <br />THREE LOCAL ELEMENTARY SCHOOLS IN THE CITY OF PORTSMOUTH." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 376 - Boards and Commissions <br /> <br />Mr. Benn offered the following nominations: <br /> <br />DOWNTOWN DESIGN COMMITTEE <br /> <br />Anthony Goodwin to be appointed for a three year term ending January 31, 2006, <br />replacing Elizabeth Psimas. <br /> <br />Barbara Hester to be appointed for a three year term ending January 31, 2006, <br />replacing Ann Douglas Smith. <br /> <br />Clayton T.
