September 23, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, September 23, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilwoman Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on September 9, 2003, a Regular Meeting on September 9, 2003, and a <br />Called Meeting on September 12, 2003, and was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to suspend the rules to <br />allow three items related to Hurricane Isabel to be added to the agenda and voted on <br />prior to the regularly scheduled agenda items. These three items are a resolution to <br />affirm the City Manager's Declaration of Emergency, a resolution to affirm the City <br />Manager's Evacuation Curfew, and an ordinance to authorize a temporary curfew <br />during a state of emergency, and was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolutions and ordinance, and was adopted by unanimous vote. <br /> <br />~ Adoption of a resolution confirming a Declaration of Emergency made by the City <br />Manager for Hurricane Isabel. <br /> <br />Recommendation: <br /> <br />· Confirmation of Declaration of Emergency for Hurricane Isabel made by the City <br />Manager on September 17, 2003. <br /> <br />Purpose and Need: <br /> <br />· The Portsmouth City Code requires that any declaration of local emergency be <br />confirmed by City council within fourteen days. <br /> <br />Financial Impact: <br /> <br />· This Confirmation will be part of the documentation required for the City to obtain <br />reimbursement from federal and state sources for various costs and expenses incurred <br />in connection with Hurricane Isabel. The exact amount of this reimbursement cannot be <br />accurately predicted at this time, but it will be substantial. <br /> <br />"A RESOLUTION CONFIRMING A DECLARATION OF EMERGENCY MADE BY THE <br />CITY MANAGER FOR HURRICANE ISABEL. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />Declaration of Emergency made by the City Manager C. W. McCoy for Hurricane Isabel, <br />dated September 17, 2003, a copy of which is attached hereto, is hereby confirmed <br />pursuant to Portsmouth City Code 2-658." <br /> <br />~ Adoption of a resolution confirming an Evacuation Curfew declared by the City <br />Manager for Hurricane Isabel. <br /> <br />Recommendation: <br /> <br />· Confirmation of Evacuation Curfew declared by the City Manager on September 19, <br />2003 in response to Hurricane Isabel. <br /> <br /> <br />
