September 23, 2003 ~- 3 9 At a Called Meeting of the City Council on Tuesday, September'23, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn II1, *William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 - 341 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m, Tuesday, September 23, 2003 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 342 - The following items were discussed in Public Work Session: 1. Hurncane Isabel Update - Mr. McCoy/Dr. Patton/Chief Pozzo/Chief Kitzerow 2. Ambassador Program - Chief Kitzerow 3. Channel 48 and Portsmouth Now Program - Pamela Marino 03 - 343 - Motion by Ms. Randall. and seconded by Mr. Whitehurst. to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the following: the performance of public employees or officials, as per subsection 1. The subject matter of the meeting includes the performance of individual public employees or officials. The purpose of the meeting is to protect the ~ublic interest by ensuring confidential discussion of matters which are inappropriate for public discussion. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, anc~ 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.'
