September 9, 2003 <br /> <br />(b) UP-03-15 <br /> <br />PRENTIS PARK NEIGHBORHOOD - Michael Vaughan requests a <br />use permit for a three-bedroom duplex at 1424 Elm Avenue. The <br />Comprehensive Plan recommends single-family residential <br />development. <br /> <br />1. Martha Ann Creecy, 317 Dinwiddie Street, spoke in opposition to this item. <br /> <br />2. Reggie Allen, 1421 Wilcox Avenue, spoke in opposition to this item. <br /> <br />3. Yvonne Cleveland, 1731 Maple Avenue, spoke in opposition to this item. <br /> <br />4. Richard Cleveland, 1731 Maple Avenue, spoke in opposition to this item. <br /> <br />5. Michael Vaughan, 2713 Park Crescent, spoke in support of this item. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to approve the application as <br />presented, and was denied by a vote of 4-3 (Benn, Griffin, Pitts). <br /> <br />(c) Z-03-13 <br /> <br />WESTHAVEN NEIGHBORHOOD Robert Craig requests the <br />rezoning of property at 2403 Rodman Avenue and 3609 Gum Drive <br />from neighborhood commercial, C-1 to residential multi-family, <br />RM-60. The Comprehensive Plan recommends commercial <br />development. <br /> <br />1. Adrienne G. Wilder, 3817 Greenway Court East, spoke in opposition to this item. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that Z-03-13 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(d) UP-03-21 <br /> <br />DOWNTOWN NEIGHBORHOOD - Dave Levenson requests a use <br />permit to operate a car rental company at 1220 High Street. The <br />Comprehensive Plan recommends commercial development. <br /> <br />1. Ed Forlines, 617 London Street, spoke in support of this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-03-21 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) Z-03-14 <br /> <br />COLLINSWOOD NEIGHBORHOOD - Robert C. Barclay requests <br />to rezone 3110 Airline Boulevard from general commercial, C-2 to <br />single-family residential, RS-75-K (conditional). The <br />Comprehensive Plan recommends commercial development. <br /> <br />1. Robert Barclay, 200 High Street, Suite 500, spoke in support of this item. <br /> <br />2. Thomas E. Engram, Jr. 807 Arnold Palmer Drive, spoke in support of this item. <br /> <br />3. Sylvester Brown, 1915 Laigh Circle, spoke in support of this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-03-14 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br /> <br />
