September 9, 2003 <br /> <br />- City Manager's Report - <br /> <br />03 - 319 -Adoption of an ordinance to appropriate $148,875 in the Grants Fund to <br />support the Byrne Memorial/Community Oriented Justice Grant Program, Adult Drug <br />Court Program. <br /> <br />This program has been designed and implemented to serve as an intensive <br />treatment program for the purpose of treating non-violent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $148,875 in the Grants Fund to support the <br />Drug Court Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has approved a Drug Court Program <br />Grant in the amount of $148,875 for July 1, 2003 to June 30, 2004. <br /> <br />· This program has been designed and implemented to serve as an intensive <br />treatment program for the purpose of treating non-violent felony offenders who are <br />dependent upon drugs and/or alcohol. The program currently has 38 participants. <br /> <br />· The program graduated seven (7) participants in December 2002. Another nine (9) <br />participants are scheduled to graduate this summer. <br /> <br />· The program utilizes the Third Judicial Circuit Court of Virginia and the collaborative <br />efforts between members of the criminal justice community and Behavioral Healthcare <br />Services. <br /> <br />· The grant employs one full time Drug Court Administrator and one full time Office <br />Specialist. <br /> <br />Financial Impact: <br /> <br />· A $12,000 cash match from the City of Portsmouth is required. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $148,875 IN THE GRANTS FUND FOR THE <br />DRUG COURT PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 320 - Adoption of a resolution to amend the authorization of the issuance and sale <br />of General Obligation Refunding Bonds in one or more series in the maximum <br />aggregate principal of $49,000,000. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution to amend the authorization of the issuance and sale of <br />General Obligation Refunding Bonds in one or more series in the maximum aggregate <br />principal amount of $49,000,000. <br /> <br />Purpose and Need: <br /> <br />· The City's financial advisor, Public Financial Management (PFM), has identified <br />certain series of bonds where potential savings exist based on current interest rate <br />conditions. <br /> <br /> <br />
