Au.qust 26, 2003 <br /> <br /> (c) This grant will allow the Fire, Rescue and Emergency Services and Police <br />Departments to purchase specific emergency equipment to be utilized in Weapons of <br />Mass Destruction incidents. Items will include personal safety equipment for Fire and <br />Police personnel; encrypted portable radios for Police; Mobile Data Terminals for Police; <br />basic and advanced radiological detection equipment for the Fire Squad Companies; <br />Chemical, Biological, Radiological, Nuclear (CBRN) compliant self-contained breathing <br />apparatus for Fire personnel; and funds will also be used to complete a Homeland <br />Security Assessment for the City. There is no local match. <br /> <br />Financial Impact: <br /> <br />· Grant funds awarded from the State total $491,588 with local cash matching funds <br />totaling $65,804 for total programming funds of $557,392. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $557,392 IN THE GRANTS FUND FOR THE <br />PURCHASE OF FIRE AND POLICE EMERGENCY EQUIPMENT." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 304 - Adoption of a resolution authorizing the expansion of Hampton Roads Transit <br />(HRT) bus service Route 57 to provide service from Victory Crossing to South Military <br />Highway and Camelot Boulevard for a two-year trial period subject to funding, cost <br />sharing, and other stated conditions. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the expansion of Hampton Roads Transit bus <br />service Route 57 to provide service from Victory Crossing to South Military Highway and <br />Camelot Boulevard for a two-year trial period subject to funding, cost sharing, and other <br />stated conditions. <br /> <br />Purpose and Need: <br /> <br />· This action will reestablish HRT service to Route 57, connecting Portsmouth and <br />Chesapeake via the George Washington Highway and Airline Boulevard, with the <br />intention of monitoring the ridership closely to determine if there are sufficient numbers <br />to continue this route beyond the Congestion Mitigation and Air Quality (CMAQ) funding <br />period ending October 2005. <br /> <br />· The reinstated route will provide Portsmouth and Chesapeake residents with public <br />transportation accessibility to Victory Crossing, which had not yet been developed when <br />this route connecting the two cities was eliminated in December 2001 due to a lapse of <br />federal CMAQ funding and Iow ridership. <br /> <br />Financial Impact: <br /> <br />· Temporary partial funding for this project appears to be available from the federal <br />CMAQ program in the amount of 80 percent of the total cost of the project, while the <br />cities of Portsmouth and Chesapeake shall both contribute the remaining 20 percent of <br />the cost evenly, or approximately $21,685 annually. <br /> <br />1.
