Au.qust 26, 2003 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE EXPANSION OF HAMPTON ROADS <br />TRANSIT BUS SERVICE ROUTE 57 TO PROVIDE SERVICE FROM SOUTH <br />MILITARY HIGHWAY AND CAMELOT BOULEVARD TO VICTORY CROSSING FOR <br />A TWO-YEAR TRIAL PERIOD, SUBJECT TO FUNDING, COST SHARING AND <br />OTHER STATED CONDITIONS. <br /> <br /> WHEREAS, Hampton Roads Transit (HRT) has proposed expanding Route 57 <br />bus service from South Military Highway and Camelot Boulevard to the transfer station <br />at Victory Crossing in the City of Portsmouth; and <br /> <br /> WHEREAS, temporary partial funding for the expanded Route 57 appears to be <br />available from the federal Congestion Mitigation and Air Quality (CMAQ) program; and <br /> <br /> WHEREAS, the City of Chesapeake has proposed sharing the remaining costs <br />of the expanded Route 57 service, with Portsmouth and Chesapeake to each contribute <br />approximately $21,685.00 on an annual basis; and <br /> <br /> WHEREAS, no additional appropriation is needed to fund the expansion of Route <br />57 service for the current fiscal year; and <br /> <br /> WHEREAS, approval of the expansion for a two-year trial period will assist in <br />establishing connectivity between Portsmouth and Chesapeake and provide a <br />transportation service to residents of Portsmouth and the Hampton Roads region. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Manager be, and he hereby is, authorized to take <br />such action as may be necessary to implement the proposed expansion of HRT Route <br />57 bus service, as generally shown on the attached Exhibit "A," subject to the following <br />conditions: <br /> <br />1. CMAQ funding is obtained for the two-year trial period. <br /> <br /> 2. The City of Chesapeake shares equally in all costs associated with the <br />expanded service, after CMAQ funding, in the approximate amount of $21,685.00 per <br />year. <br /> <br /> 3. Bus ridership is monitored to determine whether the expanded service <br />addresses community needs while remaining economically practicable. <br /> <br /> 4. The Cities of Portsmouth and Chesapeake continue to work toward <br />identifying independent sources of funding for current and future costs associated with <br />the expansion of Route 57 bus service. <br /> <br /> Upon expiration of the two-year trial period, the City Council may review <br />ridership, economic viability, available funding, and other relevant factors before <br />deciding whether the expanded HRT Route 57 bus service to Victory Crossing should <br />be continued, altered, or terminated." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 305 - Adoption of a resolution authorizing the City Manager to execute deeds of <br />release of utility, stormwater, sanitary sewer and water easements as may be <br />necessary on the former Portsmouth General Hospital, Manning Convalescent Center, <br />and Portsmouth Healthcare Center sites. <br /> <br /> <br />
