Au.qust 26, 2003 <br /> <br />03 - 301 - Adoption of an ordinance to appropriate $61,179 in the Grants Fund for the <br />Exile Grant Program. <br /> <br />This program focuses on aggressively using enhanced State laws for possession <br />of illegal firearms both to prosecute offenders and to keep them in jail during the <br />prosecution process. There is a local cash match of $15,295. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $61,179 in the Grants Fund for the Exile <br />Grant Program. <br /> <br />Purpose and Need: <br /> <br />· The focus of this grant has been towards aggressively utilizing the enhanced State <br />laws for possession of illegal firearms to prosecute offenders and to use the current bail <br />procedures to keep offenders in jail during the prosecution phase. <br /> <br />· The grant will also assist in reducing violent crime related to the illegal possession of <br />firearms by identifying and prosecuting offenders using mandatory sentencing, training <br />law enforcement personnel, and organizing community-based public awareness <br />campaigns aimed at deterring gun violence. <br /> <br />· The number of Exile cases exceeded 275 last year, and we estimate that number to <br />approach 300 this year. <br /> <br />Financial Impact: <br /> <br />· The Department of Criminal Justice Services has approved an Exile Grant in the <br />amount of $45,884 in federal funds with a local cash match of $15,295 for a total award <br />of $61,179. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $61,179 IN THE GRANTS FUND FOR THE <br />VIRGINIA EXILE PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 302 - Adoption of an ordinance to appropriate $64,223 in the Grants Fund to <br />continue a mentoring program awarded to the City for youth that are involved in the <br />Juvenile Justice System. <br /> <br />The City must provide a $35,077 in-kind match for a total grant award of $99,300. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $64,223 in the Grants Fund to continue a <br />mentoring program awarded to the City for youth that are involved in the Juvenile <br />Justice System. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has approved a grant in the amount of <br />$64,223 for the Friends of the Juvenile Court/Big Brothers Big Sisters Mentoring <br />Program. <br /> <br />· This mentoring program addresses several of the risk factors identified in the City of <br />Portsmouth's Comprehensive Prevention Plan including family history of high-risk <br />behaviors in nontraditional households. <br /> <br /> <br />
