Au,qust 26, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute deeds of release of <br />utility, stormwater, sanitary sewer and water easements as may be necessary on the <br />former Portsmouth General Hospital, Manning Convalescent Center, and Portsmouth <br />Healthcare Center sites. <br /> <br />Purpose and Need: <br /> <br />· This property has been purchased for redevelopment, and it is necessary to release <br />the aforesaid easements for new construction on the property. <br /> <br />· The easements to be released will no longer be necessary with the redevelopment <br />of the site and the relocation of certain utilities. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE EASEMENTS <br />OWNED BY THE CITY ON THE SITE OF THE FORMER PORTSMOUTH GENERAL <br />HOSPITAL SITE. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized the release easements on the site of the <br />former Portsmouth General Hospital at such times, in such sequence as he deems <br />appropriate, and by such documents as may be necessary, said easements being as <br />follows: <br /> <br /> 1. All that certain easement for water lines as described in Deed Book 545, at <br />page 554 in the Clerk's Office of the Circuit of the City of Portsmouth. <br /> <br /> 2. All that easement for pipe line as described in Deed Book 540, at page 14 <br />in the aforementioned Clerk's Office. <br /> <br /> 3. All that certain easement for utility lines reserved by the City of Portsmouth in <br />its closure and vacation of that portion of Naval Avenue between the east line of <br />Parkview Avenue and the east line of that portion of Fort lane which had been <br />previously closed. <br /> <br /> 4. All that certain easement for drainage of 10 feet in width as described in Deed <br />Book 393, at page 392 in the aforementioned Clerk's Office." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 306 - Adoption of a resolution authorizing the City of Portsmouth to support <br />additional State funding for public K-12 and higher education. <br /> <br />The City will urge the General Assembly to provide additional State dollars <br />to fully fund the actual costs of the Standards of Quality and to follow the <br />legislative guidelines for higher education funding. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth to support additional <br />State funding for public K-12 and higher education. <br /> <br /> <br />
