Au,qust 12, 2003 <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that its <br />regularly-scheduled meeting of November 11, 2003 is hereby cancelled and that its <br />regularly-scheduled meeting of December 9, 2003 be rescheduled to December 16, <br />2003. <br /> <br /> BE IT FURTHER RESOLVED that the time and location of the meeting remain <br />as originally scheduled." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 279 - Adoption of a motion approving FY 2004 Performance Contract for the <br />Department of Behavioral Healthcare Services (DBHS). <br /> <br />Recommendation: <br /> <br />· Adoption of a motion approving the FY 2004 Performance Contract for the <br />Department of Behavioral Healthcare Services (DBHS). <br /> <br />Purpose and Need: <br /> <br />· The Code of Virginia requires that a local government, no later than September 15, <br />2003, approve the FY 2004 Performance Contract. <br /> <br />· The DBHS budget is approved annually by City Council during the City's operating <br />budget process. The Performance Contract displays this budget in the format required <br />by the State. <br /> <br />Financial Impact: <br /> <br />· The Performance Contract must be approved by the City in order to receive <br />allocations of State and federal funds or amounts subsequently revised by or negotiated <br />with the Department of Mental Health, Mental Retardation and Substance Abuse <br />Services Office of Community Contracting. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt a motion <br />approving the FY 2004 Performance Contract for the Department of Behavioral <br />Healthcare Services (DBHS), and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 280 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />03 -281 - Items Submitted by Council Members <br /> <br />Councilman Pitts spoke on a breach of security in the City Clerk's office concerning <br />correspondence. <br /> <br /> Motion by Mr. Griffin, and seconded by Ms. Randall, to discuss a breach of <br />security in a Closed Meeting, and was adopted by a vote of 6-1 (Pitts). <br /> <br />Councilman Whitehurst spoke on his re-election as the Chairman, for Southeastern <br />Public Service Authority (SPSA). <br /> <br />Councilman Pitts spoke on the possibilities of terrorism attacks on HRT buses in the <br />City of Portsmouth. <br /> <br />Councilman Moody requested for staff to do an assessment on the conditions of the <br />streets in the community of West Norfolk and Afton Parkway in Cradock. <br /> <br /> <br />
