Au,qust 12, 2003 BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that its regularly-scheduled meeting of November 11, 2003 is hereby cancelled and that its regularly-scheduled meeting of December 9, 2003 be rescheduled to December 16, 2003. BE IT FURTHER RESOLVED that the time and location of the meeting remain as originally scheduled." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 03 - 279 - Adoption of a motion approving FY 2004 Performance Contract for the Department of Behavioral Healthcare Services (DBHS). Recommendation: · Adoption of a motion approving the FY 2004 Performance Contract for the Department of Behavioral Healthcare Services (DBHS). Purpose and Need: · The Code of Virginia requires that a local government, no later than September 15, 2003, approve the FY 2004 Performance Contract. · The DBHS budget is approved annually by City Council during the City's operating budget process. The Performance Contract displays this budget in the format required by the State. Financial Impact: · The Performance Contract must be approved by the City in order to receive allocations of State and federal funds or amounts subsequently revised by or negotiated with the Department of Mental Health, Mental Retardation and Substance Abuse Services Office of Community Contracting. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt a motion approving the FY 2004 Performance Contract for the Department of Behavioral Healthcare Services (DBHS), and was adopted by the following vote: Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None - New Business - 03 - 280 - Boards and Commissions There were no appointments. 03 -281 - Items Submitted by Council Members Councilman Pitts spoke on a breach of security in the City Clerk's office concerning correspondence. Motion by Mr. Griffin, and seconded by Ms. Randall, to discuss a breach of security in a Closed Meeting, and was adopted by a vote of 6-1 (Pitts). Councilman Whitehurst spoke on his re-election as the Chairman, for Southeastern Public Service Authority (SPSA). Councilman Pitts spoke on the possibilities of terrorism attacks on HRT buses in the City of Portsmouth. Councilman Moody requested for staff to do an assessment on the conditions of the streets in the community of West Norfolk and Afton Parkway in Cradock.
