Au.qust 12, 2003 <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVERT THE URBAN <br />PARK AND RECREATION RECOVERY PROGRAM (UPARR) DESIGNATION FROM <br />THE HILANDERS RECREATION CENTER (FORMERLY ACADEMY PARK <br />RECREATION CENTER) TO THE JOSEPH E. PARKER CENTER. <br /> <br /> WHEREAS, the City desires to abandon the use of its recreation facility known <br />as "Hilanders" and formerly known as "Academy Park Recreation Center", which is <br />located on McLean Street; and <br /> <br /> WHEREAS, said facility is currently restricted in perpetuity to use as a recreation <br />facility under a grant arrangement with the Nation Park Service under the Urban Parks <br />and Recreation Recovery (UPARR) Program; and <br /> <br /> WHEREAS, the City desires to convert the Joseph E. Parker Center, located on <br />Turnpike Road to the same purpose as the Hilanders and under the restriction that the <br />Joseph E. Parker Center shall be used as a recreation facility in perpetuity, thereby <br />relieving the Hilanders facility from all Urban Parks and Recreation Recovery Program <br />restrictions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is authorized to execute <br />such documents as may be necessary to effect the conversion of the designation of <br />Hilanders (formerly Academy Park Recreation Center) to the Joseph E. Parker Center <br />under all the same restrictions as applied to the Hilanders facility." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 277 - Adoption of a resolution canceling the regularly scheduled November 11, <br />2003 City Council meeting and rescheduling the December 9, 2003 City Council <br />meeting to December 16, 2003. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution canceling the regularly scheduled November 11, 2003 City <br />Council meeting and rescheduling the December 9, 2003 City Council meeting to <br />December 16, 2003. <br /> <br />Purpose and Need: <br /> <br />· Tuesday, November 11, 2003, is Veterans' Day, a national holiday, and all City <br />offices will be closed in recognition of this special day. <br /> <br />· Four members of City Council will be attending the National League of Cities <br />Conference from December 8 - 14, 2003. Since there is only one meeting during the <br />month of December, the Tuesday, December 9 meeting will be rescheduled to Tuesday, <br />December 16 to permit the City Council to conduct necessary business prior to the <br />holiday season. <br /> <br />Financial Impact: <br /> <br />· There will be minimal financial impact such as the necessary advertisement for the <br />changes to notify the public. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION CANCELLING THE REGULARLY-SCHEDULED CITY COUNCIL <br />MEETING OF NOVEMBER 11, 2003 AND RESCHEDULING THE REGULARLY- <br />SCHEDULED CITY COUNCIL MEETING OF DECEMBER 9, 2003. <br /> <br /> <br />
