Au,qust 12, 2003 Motion by Mr. Griffin, and seconded by Ms. Randall, to recess for five minutes, and was adopted by unanimous vote. 03 - 282 - Non-Agenda Speakers 1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on various media articles in the Virginian Pilot. 2. Patti Armistead, 1722 McDaniel Street, spoke on a need for a comprehensive development plan for Scotts Creek. 3. Ed Giles, 1729 Bradford Terrace, spoke on the development of Scotts Creek. 4. Donna M. Ruth, 1609 "A" Street, spoke on the need to consider the residents views for the development of Scotts Creek. 5. Heidi Ketler, 217 Chesapeake Avenue, spoke on the development of Scotts Creek. 6. Karen Crawford, 1517 Mathew Terrace, spoke in support of the expansion of Crofton Diving. 7. Mark A. Geduldig-Yatrosky, 363 Middle Street, spoke on citizen's trust of public officials. 8. Alvah "Peppy" Owens, 1604 North Street, spoke on a special civic league meeting regarding Scotts Creek. 9. Cecil T. Burkett, 212 Hatton Street, spoke in opposition to the sale of 3 acres to Crofton Diving. 10. John Winter, 1616 Ward Terrace, spoke in support of the Vision 2005 Plan. 11. Martha Ann Creecy, 317 Dinwiddie Street, spoke on the Vision 2005 Plan. Motion by Mr. Griffin, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the following: the acquisition of real property for a public purpose, as per subsection 3, the sale of publicly held real property, as per subsection 3; a specific legal matter requiring the advice of legal counsel, as per subsection 7. The subject matters are the acquisition of real property for a public purpose and the disposition of publicly held real property in the Scott's Creek and the downtown areas of the City and a zoning matter. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which public disclosure could harm or jeopardize the public interest. The motion was adopted by unanimous vote. Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
