Au,qust 12, 2003 <br /> <br /> Motion by Mr. Griffin, and seconded by Ms. Randall, to recess for five minutes, <br />and was adopted by unanimous vote. <br /> <br />03 - 282 - Non-Agenda Speakers <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on various media articles in the <br /> Virginian Pilot. <br /> <br />2. Patti Armistead, 1722 McDaniel Street, spoke on a need for a comprehensive <br /> development plan for Scotts Creek. <br /> <br />3. Ed Giles, 1729 Bradford Terrace, spoke on the development of Scotts Creek. <br /> <br />4. Donna M. Ruth, 1609 "A" Street, spoke on the need to consider the residents views <br /> for the development of Scotts Creek. <br /> <br />5. Heidi Ketler, 217 Chesapeake Avenue, spoke on the development of Scotts Creek. <br /> <br />6. Karen Crawford, 1517 Mathew Terrace, spoke in support of the expansion of <br /> Crofton Diving. <br /> <br />7. Mark A. Geduldig-Yatrosky, 363 Middle Street, spoke on citizen's trust of public <br /> officials. <br /> <br />8. Alvah "Peppy" Owens, 1604 North Street, spoke on a special civic league meeting <br /> regarding Scotts Creek. <br /> <br />9. Cecil T. Burkett, 212 Hatton Street, spoke in opposition to the sale of 3 acres to <br /> Crofton Diving. <br /> <br />10. John Winter, 1616 Ward Terrace, spoke in support of the Vision 2005 Plan. <br /> <br />11. Martha Ann Creecy, 317 Dinwiddie Street, spoke on the Vision 2005 Plan. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, <br />to discuss or consider the following: <br /> <br /> the acquisition of real property for a public purpose, as per subsection 3, <br /> <br /> the sale of publicly held real property, as per subsection 3; <br /> <br /> a specific legal matter requiring the advice of legal counsel, as per <br />subsection 7. <br /> <br /> The subject matters are the acquisition of real property for a public purpose and <br />the disposition of publicly held real property in the Scott's Creek and the downtown <br />areas of the City and a zoning matter. The purpose of the meeting is to protect the <br />public interest by ensuring frank and confidential discussion of matters for which public <br />disclosure could harm or jeopardize the public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
