July 22, 2003 <br /> <br />Purpose and Need: <br /> <br />· The Virginia Department of Transportation's Six-Year Plan includes improvements to <br />Victory Boulevard as requested by the City of Portsmouth. <br /> <br />· Approval by the City of Portsmouth of the major location and design features, <br />following the "Notice of Willingness to hold a Public Hearing" advertisement, is required <br />for VDOT to authorize rights-of-way purchases and subsequent construction. <br /> <br />· The project will be administered by the City of Portsmouth. <br /> <br />Financial Impact: <br /> <br />· The most recent budget amount approved by VDOT for the project is $7 million and <br />the City of Portsmouth's share is 2% of the total cost or $140,000. <br /> <br />· In addition, the City will be required to pay 50% of the $1.2 million cost for <br />installation of the underground utilities, which is presently estimated at $600,000. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO APPROVE THE DESIGN OF THE VICTORY BOULEVARD <br />PROJECT FROM INTERSTATE 264 TO GREENWOOD DRIVE. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia has previously <br />requested that the Virginia Department of Transportation ("VDOT") program Project No. <br />UOOO-124-136, PPMS 51863 ("the Project") in the City of Portsmouth; and <br /> <br /> WHEREAS, a "Notice of Willingness to hold a Public Hearing" was posted for the <br />purpose of considering the design features of the Project; and <br /> <br /> WHEREAS, no requests were received or all inquiries were satisfactorily <br />answered, so that a public hearing is not required. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the major design features of the proposed project as <br />presently designed; and <br /> <br /> BE IT FURTHER RESOLVED that the City will acquire all rights-of-way <br />necessary for the Project and certify same to VDOT at the appropriate time; and <br /> <br /> BE IT FURTHER RESOLVED that, upon VDOT's payment of all costs incurred in <br />the acquisition of such rights-of-way, the City will reimburse VDOT for the City's share of <br />said costs; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized to <br />execute, on behalf of the City of Portsmouth, all necessary agreements and other <br />instruments required in conjunction with acquiring such rights-of-way." <br /> <br />Ayes: Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 260 - Mr. Griffin offered nominations for the following Boards and Commissions: <br /> <br />COMMUNITY CRIMINAL JUSTICE BOARD <br /> <br />Chief of Police Frank J. Kitzerow to be appointed for a three year term ending June 30, <br />2006, replacing the Interim Chief of Police Karl S. Morrisette. <br /> <br /> <br />
