July 8, 2003 <br /> <br />- City Manager's Report - <br /> <br />03 - 241 - Adoption of an ordinance to appropriate $471,095 to support the Community <br />Correction and Pretrial Service Program. <br /> <br />This program provides a comprehensive array of intermediate sanctions to the <br />local courts as alternatives to incarceration in the City Jail. No local match is <br />required. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $471,095 to support the Community <br />Corrections and Pretrial Services Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $471,095 in State <br />general funds to provide these services locally. <br /> <br />· Community Corrections provides a comprehensive array of intermediate sanctions to <br />the local courts as alternatives to incarceration in the City jail. <br /> <br />· Services include: probation supervision, community service work, restitution, <br />substance abuse assessment, testing and treatment, anger education, domestic <br />violence intervention, and other services as requested by the courts. <br /> <br />· Between July 1, 2002 and May 31, 2003 the Program served 510 Portsmouth <br />citizens. They facilitated the collection of $20,154 in restitution to victims, and $31,911 <br />in court costs. <br /> <br />· Offenders completed 5,840 hours of community service work. More than 130 <br />offenders received conflict resolution and anger education services and more than 240 <br />received substance abuse services. <br /> <br />· Pretrial Services provides supervised release to non-violent defendants. They <br />conducted over 1,440 investigations, screened 1,852 defendants, conducted 495 <br />criminal record checks, received 231 placements on supervision and monitored 801 <br />defendants released by the magistrate. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $471,095 IN STATE GENERAL FUNDS <br />RECEIVED FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES FOR THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES <br />PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst <br />Nays: None <br /> <br />03 - 242 - Adoption of an ordinance to appropriate $295,058 in the General Fund - <br />Undesignated Fund Balance for Fiscal Year 2004 to fund the enhanced Mosquito <br />Control Program. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $295,058 in the General Fund. <br />Undesignated Fund Balance to fully fund the enhanced Mosquito Control Program for <br />Fiscal Year 2004. <br /> <br /> <br />
