July 8, 2003 - City Manager's Report - 03 - 241 - Adoption of an ordinance to appropriate $471,095 to support the Community Correction and Pretrial Service Program. This program provides a comprehensive array of intermediate sanctions to the local courts as alternatives to incarceration in the City Jail. No local match is required. Recommendation: · Adoption of an ordinance to appropriate $471,095 to support the Community Corrections and Pretrial Services Program. Purpose and Need: · The Department of Criminal Justice Services has made available $471,095 in State general funds to provide these services locally. · Community Corrections provides a comprehensive array of intermediate sanctions to the local courts as alternatives to incarceration in the City jail. · Services include: probation supervision, community service work, restitution, substance abuse assessment, testing and treatment, anger education, domestic violence intervention, and other services as requested by the courts. · Between July 1, 2002 and May 31, 2003 the Program served 510 Portsmouth citizens. They facilitated the collection of $20,154 in restitution to victims, and $31,911 in court costs. · Offenders completed 5,840 hours of community service work. More than 130 offenders received conflict resolution and anger education services and more than 240 received substance abuse services. · Pretrial Services provides supervised release to non-violent defendants. They conducted over 1,440 investigations, screened 1,852 defendants, conducted 495 criminal record checks, received 231 placements on supervision and monitored 801 defendants released by the magistrate. Financial Impact: · There is no local match required. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $471,095 IN STATE GENERAL FUNDS RECEIVED FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES FOR THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAM." Ayes: Benn, Griffin, Moody, Randall, Whitehurst Nays: None 03 - 242 - Adoption of an ordinance to appropriate $295,058 in the General Fund - Undesignated Fund Balance for Fiscal Year 2004 to fund the enhanced Mosquito Control Program. Recommendation: · Adoption of an ordinance to appropriate $295,058 in the General Fund. Undesignated Fund Balance to fully fund the enhanced Mosquito Control Program for Fiscal Year 2004.
