July 8, 2003 Purpose and Need: · Additional funding is required to fully fund the implementation of an enhanced Mosquito Control Program within the City of Portsmouth. This enhanced program is in response to the recommendations made to City Council by the City's Mosquito Task Force and Clark Environmental Mosquito Control. The thrust of this program is to control those mosquito species that generate the majority of citizen complaints and are key disease transmitters. Financial Impact: · Appropriation is for an additional $295,058 in funding above already appropriated FY '04 levels. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $295,058 IN THE GENERAL FUND FOR THE MOSQUITO CONTROL PROGRAM." Ayes: Benn, Griffin, Moody, Randall, Whitehurst Nays: None 03 - 243 - Adoption of an ordinance to appropriate $100,000 in the General Fund - Undesignated Fund Balance for Fiscal Year 2004 for the purchase of 301 Columbia Street. Recommendation: · Adoption of an ordinance to appropriate $100,000 in the General Fund - Undesignated Fund Balance for Fiscal Year 2004 for the purchase of 301 Street. Columbia Purpose and Need: · These funds will be used toward the purchase of the John Carter Law Building at 301 Columbia Street. · The Building is to be purchased by the Greater Portsmouth Development Group (GPDC) with these funds from the City ($100,000) plus an additional $282,000 to be financed by GPDC for a total cost of $382,000. · This property is being purchased for future development opportunities. Financial Impact: · There will be no financial impact, as the funds will be refunded to the City upon resale of the property. Motion by Mr. Benn, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $100,000 IN THE GENERAL FUND FOR THE PURCHASE OF 301 COLUMBIA STREET." Ayes: Benn, Griffin, Moody, Randall, Whitehurst Nays: None 03 - 244 - Adoption of a resolution authorizing the City Manager to execute a deed to release all or a portion of the restrictions on land now owned by Miller Home and Day Nursery, and/or authorizing the City Manager to allow Miller to mortgage a part of its lands by written instrument.
