July 8, 2003 <br /> <br />Purpose and Need: <br /> <br />· Additional funding is required to fully fund the implementation of an enhanced <br />Mosquito Control Program within the City of Portsmouth. This enhanced program is in <br />response to the recommendations made to City Council by the City's Mosquito Task <br />Force and Clark Environmental Mosquito Control. The thrust of this program is to <br />control those mosquito species that generate the majority of citizen complaints and are <br />key disease transmitters. <br /> <br />Financial Impact: <br /> <br />· Appropriation is for an additional $295,058 in funding above already appropriated <br />FY '04 levels. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $295,058 IN THE GENERAL FUND FOR THE <br />MOSQUITO CONTROL PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst <br />Nays: None <br /> <br />03 - 243 - Adoption of an ordinance to appropriate $100,000 in the General Fund - <br />Undesignated Fund Balance for Fiscal Year 2004 for the purchase of 301 Columbia <br />Street. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $100,000 in the General Fund - <br />Undesignated Fund Balance for Fiscal Year 2004 for the purchase of 301 <br />Street. <br /> <br />Columbia <br /> <br />Purpose and Need: <br /> <br />· These funds will be used toward the purchase of the John Carter Law Building at <br />301 Columbia Street. <br /> <br />· The Building is to be purchased by the Greater Portsmouth Development Group <br />(GPDC) with these funds from the City ($100,000) plus an additional $282,000 to be <br />financed by GPDC for a total cost of $382,000. <br /> <br />· This property is being purchased for future development opportunities. <br /> <br />Financial Impact: <br /> <br />· There will be no financial impact, as the funds will be refunded to the City upon <br />resale of the property. <br /> <br /> Motion by Mr. Benn, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $100,000 IN THE GENERAL FUND FOR THE <br />PURCHASE OF 301 COLUMBIA STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Randall, Whitehurst <br />Nays: None <br /> <br />03 - 244 - Adoption of a resolution authorizing the City Manager to execute a deed to <br />release all or a portion of the restrictions on land now owned by Miller Home and Day <br />Nursery, and/or authorizing the City Manager to allow Miller to mortgage a part of its <br />lands by written instrument. <br /> <br /> <br />
