June 24,2003 <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />improvements in the neighborhood; <br /> <br /> (c) Will be provided with sufficient landscaping to insure compatibility with <br />surrounding uses; <br /> <br /> (d) Will be a project that will be developed according to a plan for parking, <br />driveways, and curb cuts which will provide for safe and convenient traffic movement; <br />and <br /> <br /> (e) Will be in accordance with the purposes of the City of Portsmouth Zoning <br />Ordinance. <br /> <br /> 2. That a use permit is hereby granted pursuant to Section 40-43.1 of the Code <br />of the City of Portsmouth, Virginia (1988) for the construction and operation of a water <br />storage and pumping facility, and being more particularly described as: <br /> <br />UP-03-12 <br /> <br />Beginning at a point 2,241.4' _+ from the northern corner of <br />Choate Street and Rodman Avenue; thence, in a northwest <br />direction 94'_+ to a point; thence, in a northeastern direction <br />310'_+ to a point; thence, in a southern direction 280'_+ to a <br />point; thence, in a southwestern direction 105'_+ to a point; <br />thence, in a southwestern direction 50'_+ to a point; thence, in <br />a western direction 92'_+ to a point; thence, in a northeast <br />direction 107.30'_+ to a point; thence, in a northwest direction <br />57'_+ to a point of the beginning. <br /> <br /> 3. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br /> <br /> (a) The project shall be developed in general accordance with Exhibits A, B, <br />and C, attached hereto and made a part hereof. <br /> <br /> (b) The City's Director of Planning and Zoning must review and approve the <br />final landscaping plan. <br /> <br /> (c) The applicant shall comply with all applicable codes, ordinances and <br />regulations of federal, state and local governments and shall obtain and maintain all <br />required licenses and permits." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />03 - 219 - Adoption of an ordinance to appropriate $272, 588 in the Grants Fund for the <br />USDA Summer Food Program. <br /> <br />This program will provide breakfast and lunch to approximately 5,240 children at <br />24 locations. No local match is required. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $272,588 in the Grants Fund for the USDA <br />Summer Food Program. <br /> <br />Purpose and Need: <br /> <br />· The United States Department of Agriculture has approved a grant in the amount of <br />$272,588 for the Department of Recreation's USDA Summer Food Program. <br /> <br /> <br />
