June 10,2003 <br /> <br />- City Manager's Report - <br /> <br />03 - 207 - Adoption of a resolution authorizing the City Manager to enter into a mutual <br />aid agreement by and between the member jurisdictions of the Hampton Roads <br />Metropolitan Medical Response System (HRMMRS) including the Cities of <br />Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, <br />Suffolk, Virginia Beach, Williamsburg, the Counties of Gloucester, Isle of Wight, James <br />City, Surry, York; and the Town of Smithfield. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution to enter into a mutual aid agreement by and between the <br />member jurisdictions of the Hampton Roads Metropolitan Medical Response System <br />(HRMMRS), being the Cities of Chesapeake, Franklin, Hampton, Newport News, <br />Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg; the Counties of <br />Gloucester, Isle of Wight, James City, Surry, York; and the Town of Smithfield. <br /> <br />Purpose and Need: <br /> <br />· The purpose of this agreement is to authorize the use of personnel and equipment <br />for emergency response among all sixteen Hampton Roads jurisdictions, upon <br />request of the incident commander. This would ensure that the assets of all <br />jurisdictions, including MMRS assets, would be immediately available to the affected <br />jurisdiction(s) when the response needed is beyond the abilities and/or resources of a <br />jurisdiction(s). <br /> <br />Financial Impact: <br /> <br />· The financial impact cannot be determined at this time, as it would be based on each <br />incident. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />METROPOLITAN MEDICAL RESPONSE SYSTEM MUTUAL AID AGREEMENT TO <br />AUGMENT EMERGENCY RESPONSE RESOURCES. <br /> <br /> WHEREAS, the Cities of Chesapeake, Franklin, Hampton, Newport News, <br />Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg; the Counties <br />of Gloucester, Isle of Wight, James City, Surry, and York; and the Town of Smithfield <br />are member jurisdictions of the Hampton Roads Metropolitan Medical Response <br />System (HRMMRS); and <br /> <br /> WHEREAS, while each jurisdiction maintains equipment and personnel for <br />emergency response within its own jurisdiction, a need exists to augment emergency <br />response resources in times of mass casualty, disaster or terrorism events; and <br /> <br /> WHEREAS, the HRMMRS member jurisdictions, including the City of <br />Portsmouth, deem it mutually beneficial for the parties to enter into an agreement <br />concerning mutual aid and cooperation with regard to emergency responses, including <br />fire, medical and suspected terrorism events that are beyond the abilities and/or <br />resources of an individual jurisdiction. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and he hereby is, authorized to execute an <br />emergency response mutual aid agreement with the member jurisdictions of the <br />Hampton Roads Metropolitan Medical Response System under such terms and <br />conditions as he deems in the best interest of the City and to execute such additional <br />documents and to take any further actions as are necessary to effect such purpose." <br /> <br />Ayes: Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
