June 10,2003 <br /> <br />03 - 208 - Adoption of a resolution that commits the required funding, and authorizes the <br />City Manager and a designated City Council representative to participate, on behalf of <br />the City of Portsmouth, in a Joint Agreement with 15 cities that form the "Virginia First <br />Cities Coalition." <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to remove 03-208 from <br />the agenda at the request of the City Manager, and was adopted by unanimous vote. <br /> <br />- New Business - <br /> <br />03 - 209 - Mr. Griffin offered the following nominations for the following Authority: <br /> <br />PORTSMOUTH PARKING AUTHORITY <br /> <br />William H. Hargrove to be appointed for a four year term ending June 30, 2007. <br /> <br />Glen Francis to be appointed for a four year term ending June 30, 2006. <br /> <br />C. W. McCoy to be appointed for a four year term ending June 30, 2007. <br /> <br />Councilman William E. Moody, Jr. to be appointed for a four year term ending June 30, <br />2005. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />03 -210 - Items Submitted by Council Members <br /> <br />Councilwoman Randall spoke on the Churchland High School Band playing in New <br />York at Ground Zero on Memorial Day. Also, she suggested having John Jenkins, <br />Director and representatives invited to a Council meeting for recognition. <br /> <br />Councilman Moody congratulated staff members for planning Harbor Daze. Further, <br />he referred to the old Portside venue that citizens previously used during the <br />summer season, and requested staff to develop events to encourage further citizen <br />participation at the nTelos Pavilion. <br /> <br />Councilman Whitehurst suggested involving the Chamber and Partnership with <br />efforts to plan events at the nTelos Pavilion. <br /> <br />Vice Mayor Griffin spoke on citizens from Greenville, NC who visited and were <br />impressed with the HOPE VI project. <br /> <br />Councilwoman Randall announced the Partnership of the Empowerment Zone with <br />several local agencies, working with Second Chances. <br /> <br />03 - 211 - Non-Agenda Speakers <br /> <br />There were no speakers. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />3; and <br /> <br />the acquisition or sale of real property for a public purpose, as per subsection <br /> <br /> legal matters, including pending or threatened litigation, requiring the advice <br />of legal counsel, as per subsection 7. <br /> <br /> <br />
