June 10,2003 03 - 208 - Adoption of a resolution that commits the required funding, and authorizes the City Manager and a designated City Council representative to participate, on behalf of the City of Portsmouth, in a Joint Agreement with 15 cities that form the "Virginia First Cities Coalition." Motion by Mr. Whitehurst, and seconded by Mr. Moody, to remove 03-208 from the agenda at the request of the City Manager, and was adopted by unanimous vote. - New Business - 03 - 209 - Mr. Griffin offered the following nominations for the following Authority: PORTSMOUTH PARKING AUTHORITY William H. Hargrove to be appointed for a four year term ending June 30, 2007. Glen Francis to be appointed for a four year term ending June 30, 2006. C. W. McCoy to be appointed for a four year term ending June 30, 2007. Councilman William E. Moody, Jr. to be appointed for a four year term ending June 30, 2005. Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to close the nominations, and there being no further nominations, the above nominations were adopted by unanimous vote. 03 -210 - Items Submitted by Council Members Councilwoman Randall spoke on the Churchland High School Band playing in New York at Ground Zero on Memorial Day. Also, she suggested having John Jenkins, Director and representatives invited to a Council meeting for recognition. Councilman Moody congratulated staff members for planning Harbor Daze. Further, he referred to the old Portside venue that citizens previously used during the summer season, and requested staff to develop events to encourage further citizen participation at the nTelos Pavilion. Councilman Whitehurst suggested involving the Chamber and Partnership with efforts to plan events at the nTelos Pavilion. Vice Mayor Griffin spoke on citizens from Greenville, NC who visited and were impressed with the HOPE VI project. Councilwoman Randall announced the Partnership of the Empowerment Zone with several local agencies, working with Second Chances. 03 - 211 - Non-Agenda Speakers There were no speakers. Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: 3; and the acquisition or sale of real property for a public purpose, as per subsection legal matters, including pending or threatened litigation, requiring the advice of legal counsel, as per subsection 7.
