May 27, 2003 <br /> <br />03 - 194 - Adoption of an ordinance restricting the towing of vehicles from public-private <br />parking garages. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to defer consideration of <br />03-194 to the meeting of June 10, 2003, and was adopted by unanimous vote. <br /> <br />03 - 195 - Adoption of a motion to accept one year renewal funding in the amount of <br />$294,960 from the Department of Housing and Urban Development to fund the Shelter <br />Plus Care Grant Program-Tenant Based Rental Assistance. <br /> <br />The Shelter Plus Care Program provides housing, case management, supportive <br />groups and financial management, for individuals and families living with <br />HIV/AIDS and/or mental health, mental retardation, and substance abuse <br />disabilities. <br /> <br />Recommendation: <br /> <br /> · Adoption of a motion to accept one-year renewal funding in the amount of <br />$294,960 from the Department of Housing and Urban Development to fund the Shelter <br />Plus Care Grant Program-Tenant Based Rental Assistance. <br /> <br />Purpose and Need: <br /> <br /> · As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to more than one hundred homeless citizens since <br />1994. <br /> <br /> · The Shelter Plus Care Program provides housing, case management, supportive <br />groups and financial management, while encouraging stability, employment and <br />independence for individuals and families living with HIV/AIDS and/or mental health, <br />mental retardation, and substance abuse disabilities. <br /> <br />Financial Impact: <br /> <br /> · The Department of Housing and Urban Development has approved the Shelter <br />Plus Care Renewal Grant in the amount of $294,960 in federal funds. A local cash or <br />in-kind match is not required. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt a motion to <br />accept one year renewal funding in the amount of $294,960 from the Department of <br />Housing and Urban Development to fund the Shelter Plus Care Grant Program-Tenant <br />Based Rental Assistance, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 196 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />03 -197 - Items Submitted by Council Members <br /> <br />Vice Mayor Griffin complimented Councilman J. Thomas Benn III on the 119th <br />Annual Memorial Day Parade. <br /> <br /> <br />
