May 27, 2003 <br /> <br />03-169(c): <br /> <br />"ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 40-43.4 THEREOF <br />PERTAINING TO FLEA MARKETS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />03 - 193 - Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance to Portsmouth Redevelopment and Housing Authority for four (4) lots <br />across Race Street from Westhaven School. <br /> <br />Conveyance of this property will provide for potential development of the lots and <br />will eliminate maintenance costs to the City. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance to Portsmouth Redevelopment and Housing Authority for four (4) lots <br />across Race Street from Westhaven School. <br /> <br />Purpose and Need: <br /> <br />· These lots, which may have been purchased years ago for a possible expansion of <br />the Westhaven School, are not being used by the City or School Board yet require <br />resources for maintenance and upkeep. <br /> <br />· Conveyance of these lots to PRHA would facilitate their sale for development. <br /> <br />Financial Impact: <br /> <br />· The cost for maintenance of these lots will be eliminated, and they will become a <br />part of the City's tax base once developed. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY FOUR LOTS <br />NEAR WESTHAVEN SCHOOL TO PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY. <br /> <br /> BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City <br />Manager be, and he hereby is, authorized to execute such deeds or other documents as <br />may be necessary to convey four lots located in the Westhaven area of the City of <br />Portsmouth to Portsmouth Redevelopment and Housing Authority, said lots being <br />described as follows: <br /> <br /> All those certain lots of land, with the improvements thereon, situate in the <br />City of Portsmouth, Virginia, known numbered and designated as Lots One (1), <br />Two (2), Three (3), and Five (5) in Block Number Eighty Eight (88) as shown on <br />the plat of the Portsmouth Suburban Investment Company, which said plat is <br />recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake <br />(formerly Norfolk County) in Map Book 4, at page 94." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
