3 6 0 May 27, 2003 <br /> <br /> 03 - 198 - Non-Agenda Speakers <br /> <br /> 1. Heidi Ketler, 217 Chesapeake Avenue, spoke on the dredging of Scotts Creek. <br /> <br /> 2. Philip lson, 330 Washington Street, spoke on the closing of High Street Galleries by <br /> the Portsmouth Redevelopment and Housing Authority (PRHA). <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Closed Meeting <br /> pursuant to previsions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br /> consider the following: <br /> <br /> personnel matters, and also boards and commissions, as per subsection 1; <br /> <br /> the acquisition or sale of real pmpert3/for a public purpose, as per subsection <br /> 3; <br /> <br /> consultation and briefing about actual or probable litigation, as per subsection <br /> 7; and <br /> <br /> pending criminal investigations, as per subsection 17. <br /> <br /> The subjects of the meeting are personnel matters involving City employees; <br /> consideration of candidates for appointment to boards and commissions; consulting with <br /> legal counsel about matters involving interpretation of the laws of the City of Portsmouth <br /> and the Commonwealth of Virginia; and pending criminal investigations. <br /> <br /> The purpose of the meeting is to protect the public interest in having confidential <br /> discussion of those subjects, and to prevent possible interference with law enforcement <br /> activities. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br /> 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br /> knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virg] mia Freedom of Information Act, and <br /> <br /> 2.
