May 13, 2003 <br /> <br />03-171- Adoption of a motion authorizing the City Manager to sign an agreement <br />between the City and the Virginia Department of Transportation (VDOT) for the <br />preliminary engineering and right-of-way phases for the Pinners Point Interchange <br />improvements. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion authorizing the City Manager to sign an agreement between <br />the City and the Virginia Department of Transportation (VDOT) for the preliminary <br />engineering and right-of-way phases of the Pinners Point Interchange improvements. <br /> <br />Purpose and Need: <br /> <br />· City Council approved a similar agreement for the Pinners Point project in January <br />2002, which covered the roadway construction. <br /> <br />· The subject agreement represents the preliminary engineering and right-of-way <br />portions of the project. Final approval requires that the City sign the attached City/State <br />agreement. <br /> <br />Financial Impact: <br /> <br />· The funding distribution is shown on the attached agreement with the City's share <br />being 2% of the preliminary engineering, or $162,900. This amount will be appropriated <br />from future capital improvement funds. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt a motion <br />authorizing the City Manager to sign an agreement between the City and the Virginia <br />Department of Transportation (VDOT) for the preliminary engineering and right-of-way <br />phases for the Pinners Point Interchange improvements, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 172 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />03 -173 - Items Submitted by Council Members <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to establish a task force to <br />look at the retirement systems for competitiveness, unfunded liabilities and <br />sustainability, and the motion was withdrawn. <br /> <br />Councilwoman Randall spoke on Fibromyalgia and Chronic Fatigue Immune <br />Disfunction Syndromes Awareness Day. <br /> <br />Councilman Benn spoke on the 119th Memorial Day Parade, May 26, 2003, the <br />promotions of the Commanders at the Portsmouth Naval Medical Center and the <br />Portsmouth Naval Shipyard, and Court Street Baptist Church being at the corner of <br />Court Street and Queen Street for 219 years. <br /> <br />Councilman Pitts announced the next Community Meeting to be held at 7:00 p.m., <br />Tuesday, May 20, 2003, at Churchland High School with the theme of environmental <br />concerns. <br /> <br />Vice Mayor Griffin congratulated all citizens that were responsible for the Gosport <br />Arts Festival. <br /> <br /> <br />
