May 13, 2003 <br /> <br />· To obtain the necessary resources in order to provide safe and secure environments <br />for riders, employees, and the general public in the era of heightened security needs. <br /> <br />· The public transportation industry has documented investment needs in excess of <br />$43 billion each year. <br /> <br />Final Impact: <br /> <br />· Increased funding for public transportation will help to stimulate the national, state, <br />and local economies. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION SUPPORTING INCREASED FUNDING FOR PUBLIC <br />TRANSPORTATION. <br /> <br /> WHEREAS, public transportation improves the quality of life in our community by <br />providing freedom, access, mobility and choice for our citizens; and, <br /> <br /> WHEREAS, public transportation plays a vital role in our community as it <br />stimulates the economy and creates jobs, reduces traffic congestion, provides access to <br />jobs, decreases America's dependency on foreign oil, and preserves the environment; <br />and, <br /> <br /> WHEREAS, public transportation provides personal mobility and freedom and <br />increased investment is needed to provide greater transportation choices for all citizens; <br />and, <br /> <br /> WHEREAS, record high levels of investment in public transportation in previous <br />federal legislation is paying off for America through increased ridership, enhanced local <br />transportation decision-making and successful public private partnerships; and, <br /> <br /> WHEREAS, the public transportation industry has documented investment needs <br />in excess of $43 billion each year; and, <br /> <br /> WHEREAS, our regional transit systems must have adequate resources to <br />provide safe and secure environments for riders, employees and the general public in <br />this era of heightened security needs; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that: <br /> <br />Section 1: That increased investment in public transportation at the state and federal <br />level is necessary to stimulate the economy and keep America moving. <br /> <br />Section 2: That a successful regional transportation network depends on all modes of <br />transportation including mass transit and highways. <br /> <br />Section 2: That Congress should grow the transit and highway funding levels in the Re- <br />authorization of the Transportation Equity Act for the 21st' Century. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of <br />this resolution to all members of Portsmouth's Virginia General Assembly and United <br />States congressional delegations." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
