<br /> At a Regular Meeting of the City Council on Tuesday, April 22, 2003,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W.
<br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman.

<br /> Councilwoman Marlene W. Randall opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting on April 7, 2003, a Called Meeting on April 8, 2003, and a Regular
<br />Meeting on April 8, 2003, and was adopted by unanimous vote.
<br />
<br />03 - 148 - Presentations:
<br />
<br />· Proclamation presented to Chief William F. Corvello for"Police Week".
<br />
<br />· Presentation of proceeds check from the Mayor's Benefit Ball to the Portsmouth
<br /> Schools Foundation for the Governor's PASS Initiative.
<br />
<br />03 - 149 - Motion to appoint Anita Y. Sherrod as a Deputy City Clerk.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to appoint Anita Y. Sherrod as
<br />a Deputy City Clerk, and was adopted by the following vote:

<br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley
<br />Nays: None
<br />
<br />Councilman Moody announced the next Community Meeting to be held at 7:00 p.m.,
<br />Tuesday, May 20, 2003, at Churchland High School with the theme of environmental
<br />concerns.
<br />
<br />- Public Hearing -
<br />
<br />03 - 150 - Public hearing on a proposed resolution authorizing the City to contract a
<br />debt and issue general obligations bonds of the City in the principal amount of
<br />$17,010,000 to finance the cost of various public improvement projects.
<br />
<br />There were no speakers.
<br />
<br />03 - 151 - Public hearing on a use permit application:
<br />
<br />(a) UP-03-09
<br />
<br />SOUTHSIDE NEIGHBORHOOD Premier Copper and Brass
<br />requests a use permit to fabricate valves and pipe fittings on
<br />property bound by 7th Street, Randolph Street, Lincoln Street and
<br />5th Street in the Port Centre Industrial Park. The Comprehensive
<br />Plan recommends industrial use.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-03-09 be approved on first
<br />reading, and was adopted by unanimous vote.
