April 8, 2003 <br /> <br />· The STEP Program worked over 500 cases in 2002 and projects working <br />approximately 600 cases in 2003. <br /> <br />Financial Impact: <br /> <br />· The Department of Criminal Justice Services has approved a STEP grant award in <br />the amount of $59,029 in federal funds with a local cash match of $19,405 for a total <br />grant award of $78,434. <br /> <br />· The local cash match is about $4,000 less than last year, as the Commonwealth's <br />Attorney's Office has taken steps to be more efficient in the administration of this <br />program. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $78,434 IN THE GRANTS FUND FOR THE <br />SUPPORT TRAINING EDUCATION PROGRAM {STEP) FOR THE PROSECUTION <br />OF CASES OF VIOLENCE AGAINST WOMEN". <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 133 - Adoption of an ordinance to Amend Chapter 7 of the Code of the City of <br />Portsmouth pertaining to elevator inspections. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 7 of the Code of the City of Portsmouth <br />pertaining to elevator inspections. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth is required to inspect, or have inspected, at six-month <br />intervals all elevators within the City's boundaries. <br /> <br />· The State regulations provide that a locality may use the services of a third party <br />inspector, however; our local Code does not include this provision. <br /> <br />· It is recommended that the City allow the third party inspections and modify the fees <br />to cover the costs of these inspections. <br /> <br />· The City of Portsmouth will use the services of a third party to inspect elevators at <br />the six-month and annual routine inspection dates. This third party will be responsible <br />for the following: <br /> <br />1) Mailing a first notice requiring the inspection, and if not inspected as <br /> requested, mail a second notice after 30 days. <br />2) If the unit is still not scheduled for inspection 30 days after the second notice, <br /> the contractor shall notify the City of Portsmouth who will seal out the unit <br /> until the necessary inspections are completed. <br /> <br />· The third party inspector shall also be responsible for billing the property owner for <br />the inspections. <br /> <br />· Finally, the third party inspector will, on a monthly basis, forward a report that shall <br />include: <br /> A summary of all units. <br /> A report on each unit inspected including violations noted. <br /> A single check equal in amount to $15.00 per unit inspected. <br /> <br /> <br />
