April 8, 2003 <br /> <br />· The City of Portsmouth will notify each property owner of the third party and the <br />changes in fees; seal out of service any unit where the owner refuses or fails to comply <br />with the Notice of Inspection from the third party inspector; and notify the third party <br />inspector of each new installation within the City of Portsmouth. <br /> <br />Financial Impact: <br /> <br />Fees for inspections are proposed as follows: <br />From $75 to no more than $175 for the five year test. <br />From $50 to no more than $75 for the 6 month test. <br />From $50 to no more than $125 for the annual test. <br />Administrative fee of $150 for units sealed out of service. <br />Reinspection fee of $150. <br /> <br />· Using the above fees for the 181 elevators in the City, gross revenue of $38,000 <br />is estimated. <br /> <br /> Motion by Mr. Benn, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 7 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING THE TITTLE OF ARTICLE II, BY <br />AMENDING SECTIONS 7-1, 7-2(b), 7-31, 7-32, 7-98, 7-101, 7-102, 7-105, 7-105.1, <br />AND 7-136, AND REPEALING SECTIONS 7-33 THROUGH 7-35 THEREOF <br />PERTAINING TO BUILDINGS AND BUILDING REGULATIONS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />03 - 134 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />03 -135 - Items Submitted by Council Members <br /> <br />Councilman Moody asked to have management staff look into funding for St. Julian's <br />Little League Field. <br /> <br />Councilwoman Randall thanked everyone who helped and supported the Mayor's <br />Benefit Ball. <br /> <br />Councilman Whitehurst requested that Councilwoman Randall be given a "Thank <br />You" by the Mayor and Council for chairing the Mayor's Benefit Ball. <br /> <br />Vice Mayor Griffin requested a resolution for the men and women of the Armed <br />Forces involved in "Iraqi Freedom". <br /> <br />Mayor Holley requested a proclamation for the Drug Abuse Resistance Education <br />(D.A.R.E.) Program. <br /> <br />Councilman Moody requested information be provided from the Superintendent of <br />Schools concerning the replacement for the Drug Abuse Resistance Education <br />(D.A.R.E.) Program. Also, he congratulated the City Manager and staff on the great <br />job done putting together the budget with the appropriate name "Challenges and <br />Choices". <br /> <br /> <br />
