April 8, 2003 <br /> <br /> WHEREAS, each of the three community planning and development programs <br />(Community Development Block Grant, HOME, and the Emergency Shelter Grant) will <br />be operated on a single consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the Proposed 2004-2008 Consolidated Plan and the 2004 Action Plan's <br />Statement of Objectives and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding the <br />2004 Action Plan (Plan) to comply with the regulations of the aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found that the Proposed Statement of Objectives <br />and Use of Funds for the 2004-2008 Consolidated Plan and the 2004 Action Plan are <br />appropriate to meet the needs of the City and, therefore, acceptable. <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the 2004-2008 Consolidated Plan and the 2004 Action Plan's Proposed <br />Statement of Objectives and Use of Funds having been reviewed and considered, said <br />plans be and hereby are approved in all respects, and the City Manager is hereby <br />authorized to file the Final Statement of Objectives and Use of Funds and any additional <br />information as may be required with the Department of Housing and Urban <br />Development in order to obtain funding for the Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the <br />certifying office and authorized representative of the City of Portsmouth and shall <br />provide assurances as required of the locality by the Act for the approval of the <br />Program." <br /> <br />03-131(C): <br /> <br />"ORDINANCE TO APPROPRIATE $3,672,000 FOR IMPLEMENTATION OF THE <br />2004 ACTION PLAN COMPONENT OF THE CITY'S CONSOLIDATED COMMUNITY <br />PLANNING AND DEVELOPMENT PLAN." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 132 - Adoption of an ordinance to appropriate $78,434 in the Grants Fund for the <br />Support Training Education Program (STEP) for Violence Against Women. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $78,434 in the Grants Fund for the Support, <br />Training, Education and Prosecution (STEP) of Violent Crime Against Women Program. <br /> <br />Purpose and Need: <br /> <br />· The STEP Program increases the successful prosecution of cases involving violence <br />against women through victim advocacy and support, community outreach, and law <br />enforcement training. <br /> <br />· The program provides a full-time prosecutor and a victim advocate to assist female <br />victims of domestic violence, sexual assault and stalking. Because of the high number <br />of incidents and the sensitivity of these cases, more time is needed to effectively <br />prosecute them. <br /> <br /> <br />
