April 8, 2003 Financial Impact: · No matching City funds are required. Over time, the cumulative effect of the proposed actions will strengthen the tax base of the City. Motion by Mr. Benn, and seconded by Mr. Griffin, to adopt the following resolutions and ordinance, and was adopted by the following vote: 03-131(A): "A RESOLUTION APPROVING AMENDMENT NO. 34 TO THE CRAWFORD CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN RENEWAL PROJECT. WHEREAS, the City Council by Resolution adopted August 1, 1967, approved a Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, Portsmouth, Virginia (Plan); and WHEREAS, there has been presented to this body for consideration and approval, a copy of an amended Plan for the project area; which Plan consists of 18 pages and 4 exhibits (Amendment No. 34); and WHEREAS, Amendment No. 34 proposes to designate additional properties as "To Be Acquired"; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That regarding Amendment No. 34, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 34 meets the requirements of a plan for an urban renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 34, having been duly reviewed and considered, is hereby approved and adopted 3. That the City Clerk is hereby directed to file a copy of said Amendment with the minutes of this meeting." 03-131(B): "A RESOLUTION APPROVING THE 2004-2008 CONSOLIDATED PLAN AND THE 2004 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 2003 COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENT. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, (the "Acts") financial assistance is provided to enable localities to provide decent housing, establish and maintain a suitable living environment, and expand economic opportunities for Iow to moderate income residents; and
